In its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’, the Commission sought to strengthen the bi-regional political and policy dialogue in a number of important areas. Its main objectives — which remain the EU’s current strategic policy priorities — are to: promote regional integration and negotiations to establish Association Agreements with sub-regions in Latin America; steer development cooperation towards the reduction of poverty and social inequality and improve educational levels.
Dans la communication intitulée « Un partenariat renforcé entre l ’ Union européenne et l ’ Amérique latine » publiée en 2005, la Commission a cherché à consolider le dialogue politique et stratégique birégional dans plusieurs domaines clés. Ses principaux objectifs – qui demeurent les priorités politiques stratégiques actuelles de l’UE - sont les suivants: encourager l’intégration régionale et les négociations d’accords d’association avec les sous-régions d’Amérique latine, axer la coopération au développement sur la réduction de la pauvreté et des inégalités sociales et améliorer les niveaux d’instruction.

Submissions were received from the applicant, the China Chamber of Commerce for Import and Export of Machinery and Electronic Products, two Union importers/producers and their related Chinese producer and two associations of Union distributors.

Expresses its support for the process of negotiating an Association Agreement between the EU and Mercosur and notes the commitment of both parties to arriving at an exchange of offers on market access by the end of 2013; welcomes the entry into force of the EU-Central America Association Agreement and of the Multiparty Free Trade Agreement with Colombia and Peru, and looks forward to removing visa requirements with these two countries, as well as to working on further Association Agreements, including with Ecuador; notes that such agreements represent important advances in developing strategic relations between the EU and Latin America;

The European Parliament and the Commission agree on the importance of close cooperation in monitoring the implementation of Part IV of the Agreement and Regulation (EU) No 20/2013 of the European Parliament and of the Council of 15 January 2013 implementing the bilateral safeguard clause and the stabilisation mechanism for bananas of the Agreement establishing an Association between the European Union and its Member States, on the one hand, and Central America on the other (1).
Le Parlement européen et la Commission s'accordent sur la nécessité d'une coopération étroite dans le suivi de la mise en œuvre de la partie IV de l'accord et du règlement (UE) no 20/2013 du Parlement européen et du Conseil du 15 janvier 2013 portant mise en œuvre de la clause de sauvegarde bilatérale et du mécanisme de stabilisation pour les bananes prévus par l'accord établissant une association entre l'Union européenne et ses États membres, d'une part, et l'Amérique centrale, d'autre part (1).

22. Supports firmly, with a view to completing the first phase, the resumption of negotiations on the EU-Mercosur Association Agreement - given that an Association Agreement of this kind, which is of the utmost importance and affects 700 million people, would, if concluded swiftly, be the world's most ambitious biregional agreement –, the conclusion of negotiations on the EU-Central America Association Agreement before the Madrid summit, the revision of the 2003 political and cooperation agreement with the Andean Community, and the deepening of the existing Association Agreements with Mexico and Chile; notes that the negotiations on the multi-party trade agreement between the EU and the countries of the Andean Community have been concluded satisfactorily; will endeavour to carry out, with due accuracy, the parliamentary ratification procedure on these agreements in order to ensure they have a positive impact on all aspects of mutual concern;
22. préconise que, dans le cadre de la première étape, les négociations concernant l'accord d'association UE-Mercosur soient reprises, étant donné qu'un accord d'association de ce genre, d'une importance capitale et qui affecte 700 millions de personnes, constituerait l'accord birégional le plus ambitieux du monde s'il était conclu rapidement; préconise également que les négociations concernant l'accord d'association UE-Amérique centrale soient menées à bien avant le sommet de Madrid, que l'accord commercial multipartite entre l'UE et les pays de la Communauté andine soit révisé et que les accords d'association existants avec le Mexique et le Chili soient approfondis; prend acte que les négociations sur l'accord multilatéral avec les pays de la Communauté andine ont été conclues; mettra tout en œuvre pour appliquer avec une précision sans faille la procédure de ratification parlementaire sur ces accords afin que ces derniers aient un impact positif sur tous les sujets de préoccupation communs;
