When consulted by the Landkreis, the two medical aid organisations which operate the public ambulance service and the patient transport service (the German Red Cross and the Workers' Samaritan Federation) gave as their reason for refusing the authorisation requested the fact that their own emergency facilities in the relevant area were not fully used and were operating at a loss, so that the arrival of a new service provider would oblige them either to increase the price of their services or to reduce them.
Consultées par le Landkreis, les deux organisations sanitaires qui gèrent l'aide médicale d'urgence et le transport de malades par ambulance (Croix - Rouge et Union des ouvriers samaritains) ont justifiés leur avis négatif par le fait que leurs propres installations d'aide d'urgence dans la zone considérée n'étaient pas pleinement exploitées et qu'elles fonctionnaient à perte, de telle sorte que l'arrivée d'un nouveau prestataire les obligerait soit à augmenter le prix du service, soit à réduire leurs prestations.
