Pursuant to Rule 87 of the Rules of Procedure of the EP, the Committee responsible for legal affairs will examine the proposal, based on the reports from the Consultative Working Party (legal services of the EP, the CEU and the EC), and decide if it entails substantive changes other than those identified as such in the proposal or those identified by the CWP.

Therefore once the Hague Convention had been concluded, its provisions were taken into account by the Working Party, particularly those directly affecting the Convention now under consideration, i. e. Article 10 regarding the jurisdiction of the courts deciding on the annulment of a marriage, an application for divorce or legal separation of the parents to take measures directed to the protection of the child and Article 52 regarding the relationship between the Hague Convention and other Conventions, and particularly the possibility for one or more Contracting States to conclude agreements which contain, in respect of children habitually resident in any of the States Parties to such agreements, provisions on matters governed by the Hague Convention.
Ainsi, dès la conclusion de la convention de La Haye, ses dispositions ont été prises en compte par le groupe de travail, notamment celles qui concernent directement la convention présentée ici, à savoir, d'une part, l'article 10 qui prévoit que les autorités compétentes pour connaître de l'annulation du mariage, du divorce ou de la séparation de corps des parents sont également compétentes pour prendre des mesures de protection des enfants et, d'autre part, l'article 52 relatif aux relations entre la convention de La Haye et d'autres conventions, qui prévoit notamment que différents États contractants peuvent conclure des accords qui contiennent, en ce qui concerne les enfants habituellement résidents dans l'un des États parties à de tels accords, des dispositions sur les matières régies par la convention de La Haye.
