TRADUCTIONS EN CONTEXTE

10. Notes with concern the enormous disparities in translation costs among the various Union institutions; calls, therefore, on the Interinstitutional Working Party on Translation to identify the causes of those disparities and to put forward solutions that will put an end to the imbalance and harmonise translation costs while also ensuring full respect for quality and linguistic diversity; notes, with this in mind, that the working party should relaunch cooperation among the institutions in order to share best practices and outcomes and to identify areas in which cooperation or agreements between institutions can be strengthened; notes that the working party should also aim to establish a unified methodology of presenting the translation costs which all the institutions can use in order to simplify the analysis and comparison of the costs; notes that the working party should present those findings before the end of 2015; calls on all the institutions to play an active role in the work of the Interinstitutional Working Party; recalls in this regard the fundamental importance of respect for multilingualism in the Union institutions in order to guarantee equal treatment and equal opportunities for all Union citizens;
10. relève avec inquiétude les très fortes disparités qui existent dans les coûts de traduction entre les différentes institutions de l'Union; demande par conséquent au groupe de travail interinstitutionnel sur la traduction de déterminer les causes de ces disparités et de proposer des solutions pour mettre un terme à ce déséquilibre et parvenir à une harmonisation des coûts de traduction, dans le respect le plus strict de la qualité et de la diversité linguistique; fait observer, à cette fin, que le groupe de travail devrait relancer la collaboration entre les institutions afin de mettre en commun les meilleurs pratiques et résultats ainsi que de déceler les domaines qui se prêtent à un renforcement de la coopération ou des accords entre institutions; note que le groupe de travail devrait également se fixer pour objectif d'élaborer une méthodologie uniforme de présentation des coûts de la traduction pour toutes les institutions, afin de faciliter l'analyse et la comparaison de ceux-ci; note que le groupe de travail devrait présenter ces résultats avant la fin de l'année 2015; invite toutes les institutions à participer activement aux travaux du groupe de travail interinstitutionnel; rappelle, à cet égard, l'importance fondamentale que revêt le multilinguisme dans les institutions européennes pour garantir l'égalité de traitement et des chances à tous les citoyens de l'Union;

At those meetings, an examination of the proposal for a Regulation of the European Parliament and of the Council recasting Council Regulation (EC) No 2725/2000 of 11 December 2000 concerning the establishment of "Eurodac" for the comparison of fingerprints for the effective application of the Dublin Convention and Council Regulation (EC) No 407/2002 of 28 February 2002 laying down certain rules to implement Regulation (EC) No 2725/2000 concerning the establishment of "Eurodac" for the comparison of fingerprints for the effective application of the Dublin Convention resulted in the Consultative Working Party’s establishing, by common accord, as follows.
Lors de ces réunions, l'examen de la proposition de règlement du Parlement européen et du Conseil qui procède à une refonte du règlement (CE) n° 2725/2000 du Conseil du 11 décembre 2000 concernant la création du système "Eurodac" pour la comparaison des empreintes digitales aux fins de l'application efficace de la convention de Dublin et du règlement (CE) n° 407/2002 du Conseil du 28 février 2002 fixant certaines modalités d'application du règlement (CE) n° 2725/2000 concernant la création du système "Eurodac" pour la comparaison des empreintes digitales aux fins de l'application efficace de la convention de Dublin a conduit le groupe consultatif à constater, d'un commun accord, ce qui suit.

Welcomes the establishment of a joint Working group on Parliament's budget between the Committee on Budgets and the Bureau; in particular, strongly supports its work on the launch of a comparative study Parliament's budget with the budgets of the US Congress and a sample of Member States’ parliaments; recalls that this study is scheduled for completion by the end of 2012; expects this study to create long-term savings in the Parliament's budget and present ideas for improving its efficiency in 2013 and the following years;
se félicite de la mise en place d'un groupe de travail mixte sur le budget du Parlement, associant la commission des budgets et le Bureau; soutient en particulier le lancement d'une étude comparative du budget du Parlement et des budgets du Congrès américain et d'un échantillon de parlements des États membres; rappelle que cette étude doit être achevée d'ici fin 2012; espère que celle-ci permettra de réaliser des économies à long terme sur le budget du Parlement et présentera des idées visant à améliorer son efficacité en 2013 et dans les années à venir;

In consequence, examination of the proposal has enabled the Consultative Working Party to conclude, without dissent, that the proposal does not comprise any substantive amendments other than those identified as such therein or in the present opinion. The Working Party also concluded, as regards the codification of the unchanged provisions of the earlier act with those substantive amendments, that the proposal contains a straightforward codification of the existing text, without any change in its substance.
Cet examen a ainsi permis au groupe de travail consultatif de conclure, d’un commun accord, que la proposition ne contient pas d’autres modifications de fond que celles indiquées comme telles dans le présent avis. Le groupe de travail a également conclu, en ce qui concerne la codification des dispositions inchangées de l’acte précédent comportant ces modifications de fond, que la proposition se limite à une codification pure et simple du texte existant, sans modification de sa substance.

In consequence, examination of the proposal has enabled the Working Party to conclude, without dissent, that the proposal does not comprise any substantive amendments other than those identified as such therein or in the present opinion. The Working Party also concluded, as regards the codification of the unchanged provisions of the earlier act with those substantive amendments, that the proposal is indeed confined to straightforward codification, without any substantive changes to the acts in question.
Cet examen a ainsi permis au Groupe de constater d’un commun accord que la proposition ne comporte pas de modifications de fond autres que celles qui ont été identifiées comme telles dans celle-ci ou dans le présent avis. Le Groupe a pu également constater, en ce qui concerne la codification des dispositions inchangées de l’acte précédent avec lesdites modifications de fond, que la proposition se limite effectivement à une codification pure et simple, sans modification de substance des actes qui en font l’objet.

‘Notwithstanding paragraph 1, the Deputy Secretary-General of the Council may forward to the representatives of the States referred to in Article 25, meeting within the framework of the SIS/SIRENE Working Party (Mixed Committee), hereinafter referred to as the “SIS/SIRENE Working Party”, before 31 January, duly substantiated requests to carry over to the next financial year appropriations not committed at 15 December when the appropriations provided for the headings concerned in the budget for the following financial year do not cover requirements’.

Following the delivery of the opinion of the SIS/SIRENE Working Party and the establishment of the draft budget, the Member States referred to in Article 25, meeting within the Council, shall adopt the budget without delay’.

By derogation from Article 8, for the purposes of the budget referred to in paragraph 1, the Deputy Secretary-General of the Council shall forward the preliminary draft budget to the SIS/SIRENE Working Party as soon as possible after the adoption of this Financial Regulation.
Par dérogation à l’article 8 et en ce qui concerne le budget visé au paragraphe 1, le secrétaire général adjoint du Conseil saisit le groupe “SIS/SIRENE” de l’avant-projet de budget dans les meilleurs délais après l’adoption du présent règlement financier.

The work of the G10 Working Party has led to several recommendations on the competitiveness of the pharmaceutical sector: defining a series of performance indicators which will permit comparisons and benchmarking, improving regulations and access to innovative medicinal products, promoting innovation and strengthening the scientific base.
