6. Urges the Commission to adopt a strategy that strengthens its role as an investor and to take account of the investment programmes already deployed in the region by developing specific guidelines for responsible investment, with a view to reducing social inequalities and territorial gaps and promoting the diversification of local economies; stresses that combating corruption at all levels should be a top priority for the EU in the development of trade and financial relations with its Southern partners, as should the promotion of an environment conducive to investment which has security and legal stability at its core, and emphasises the importance and necessity of establishing more synergies with other national and international financial establishments; welcomes the work undertaken by the European Investment Bank (notably through the Facility for Euro-Mediterranean Investment and Partnership), the European Bank for Reconstruction and Development (EBRD), programmes run by national agencies in the Member States, and the Deauville Partnership;

H. whereas humanitarian agencies have not been able to obtain authorisation to work in Southern Kordofan since the conflict broke out in June and needs assessments have not been carried out; whereas the Sudanese Government rejected the request for UN peacekeepers to stay in Southern Kordofan, Blue Nile and Abyei after the south's independence;

The Agency’s most important contribution may be found in its participation in devising the EUROSUR system (adopted by the Council on 14 and 15 December 2006), focusing on the Union’s southern and eastern borders, the first priority of which must be to integrate all the maritime surveillance facilities in order to fulfil as well as possible the tasks assigned to it: to reduce the number of illegal immigrants arriving on EU territory; to step up internal security as a whole by helping combat and dismantle cross-border crime; and to step up search and rescue capabilities so as to save more lives (in all three cases, the success of EUROSUR requires the full involvement of the third countries concerned, particularly those of the southern shore of the Mediterranean, from which the greatest migratory pressure on the EU comes).
