This Administrative Understanding (hereinafter referred to as the “Understanding”) is concluded in conformity with Article XII(a) of the Agreement between the Government of the United States of America and the Government of Canada with respect to Social Security, signed at Ottawa on March 11, 1981, as amended by the Supplementary Agreement, signed at Ottawa on May 10, 1983, and the second Supplementary Agreement, signed at Ottawa on May 28, 1996, (hereinafter referred to as the “Agreement”), as well as the Administrative Arrangement for the Implementation of the Agreement, signed at Washington on May 22, 1981 (hereinafter referred to as the “Administrative Arrangement”).

The Air Transport Agreement between the European Community and its Member States, on the one hand, and the United States of America, on the other hand (‘the Air Transport Agreement’), signed by the United States of America and the Member States of the European Community and the European Community on 25 and 30 April 2007, as amended by the Protocol to amend the Air Transport Agreement between the United States of America and the European Community and its Member States, signed on 25 and 30 April 2007 (‘the Protocol’), signed by the United States of America, the Member States of the European Union and the European Union on 24 June 2010, explicitly provides for the accession of third countries to the Air Transport Agreement.
