Lastly, both the Commission in the contested decision and the General Court in the judgment under appeal misinterpreted the appellant’s intentions, attributing to it the aim of contriving to render a decision which referred to a general scheme one that concerned it individually and, as a result of that misunderstanding, incorrectly failed to consider the impact which the factors brought to their attention by the appellant could have had on the assessment of the scope of the aid scheme in general terms.

Therefore, in line with the priorities stated in the Recovery plan and with the aim to speed up investments and consequently the implementation of the programmes, at the end of last November the Commission adopted a series of proposals aiming at introducing the appropriate changes into the existing package of Structural Funds Regulations, namely the Council Regulation No. 1083/2006 on the European Regional Development Fund, the European Social Fund and the Cohesion Fund (General Regulation), the EP and Council Regulation No. 1080/2006 on the European Regional Development Fund (ERDF) and the EP and Council Regulation No. 1081/2006 on the European Social Fund (ESF).

Notes that the Secretary-General has submitted proposals to the Bureau on improving legislative assistance to Members and on a possible new structure for Parliament's administration; recalls that the aim is to offer the best possible service to Members for their legislative and budgetary responsibilities, which are Parliament's core activities; recalls also that the aim is to reduce the compartmentalisation of the administration's structure, to improve the work flows, to minimise the impact of staff being based in three different working places, to make the best use of resources and to prepare the structure of Parliament's administration for the challenge of enlargement; considers that the reform, together with the early retirement scheme, should also be used to establish leaner management structures; recalls its earlier recommendations that, for the performance of Members' duties, a research assistance structure must be provided in connection with both parliamentary work and the performance of a Member's duties in general; expects the budgetary authority to be notified of the budgetary implications in good time in order to incorporate them into the discussions on the budget;
21. note que le Secrétaire général ait présenté au Bureau des propositions sur l'amélioration de l'assistance législative aux députés et sur une nouvelle structure pour l'administration du Parlement; rappelle que l'objectif consiste à offrir des services optimaux aux députés afin de permettre à ceux-ci de s'acquitter de leurs responsabilités législatives et budgétaires, qui constituent les activités essentielles du Parlement; rappelle que l'objectif était aussi de réduire le compartimentage de la structure de l'administration, d'améliorer le déroulement du travail, de réduire au minimum les conséquences de la dispersion entre trois lieux de travail, d'utiliser les ressources au mieux et de préparer la structure de l'administration à l'élargissement; est d'avis que la réforme et le régime de dégagement devraient aussi être utilisés pour alléger les structures de gestion; rappelle ses recommandations antérieures tendant à ce que soit prévue une structure de soutien scientifique pour permettre aux députés de s'acquitter de leur mandat, tant dans le contexte des travaux parlementaires que dans un contexte plus général; escompte que l'autorité budgétaire sera informée en temps utile de l'incidence budgétaire pour pouvoir en tenir compte dans ses travaux;
