6. Without prejudice to any existing rights granted prior to the entry into force of this Regulation, and notwithstanding Regulation (EC) Nr. 847/2004 of the European Parliament and of the Council of 29 April 2004 on the negotiation and implementation of air service agreements between member states and third countries , non-Community air carriers shall not be permitted to exercise traffic rights, to combine air services or to enter into code-share arrangements in respect of routes wholly within the Community unless they are permitted to do so by an agreement concluded by the Community with a third country.
6. Sans préjudice des éventuels droits existants accordés avant l'entrée en vigueur du présent règlement, et nonobstant le règlement (CE) n° 847/2004 du Parlement européen et du Conseil du 29 avril 2004 concernant la négociation et la mise en œuvre d'accords relatifs à des services aériens entre les États membres et les pays tiers , les transporteurs aériens non communautaires ne sont pas autorisés à exercer des droits de trafic, à combiner des services aériens ou à conclure des accords de partage des codes pour des liaisons entièrement situées sur le territoire de la Communauté, sauf si un accord conclu par la Communauté avec un pays tiers les y autorise.

13. Validity of the invitation to tender: This invitation to tender shall be valid only to the extent that no EEA carrier (EEA carrier means a Community air carrier or an air carrier with a valid operating license granted by an EFTA State, party to the EEA Agreement, in accordance with the Act referred to in point 66b in Annex XIII of the EEA Agreement (Council Regulation (EEC) No 2407/92 on licensing of air carriers)) informs the Ministry of Communications, 4 weeks or more before the intended entry of force of the contract, that it will commence scheduled flights according to the public service obligations on any of the air routes without requiring any financial support or market protection.
13. To implement the requirements of Article 12 of the United Nations Convention and, taking account of the report of the Chemical Action Task Force created by the Houston Economic Summit (G-7) on 10 July 1990, Council Regulation (EEC) No 3677/90 of 13 December 1990 laying down measures to be taken to discourage the diversion of certain substances to the illicit manufacture of narcotic drugs and psychotropic substances (2), established a system for reporting suspicious transactions.
