Strongly criticises the intensive arms trade of EU Member States with Libya, Egypt and other repressive regimes; reminds that according to independent sources in 2009 light weapons amounting to 79 million euro were delivered by Italy to the Libyan government and that these weapons have been daily used by the Libyan police and army to repress the peaceful demonstrations of the Libyan population; draws attention to the fact that Belgium, Bulgaria, Portugal, France, Germany and the UK also sold weapons to Libya, from small and light weapons to aircrafts, electronic jamming equipment and crowd control technologies;

Condemns the fact that Sweden's expulsion in December 2001 of Mohammed El-Zari and Ahmed Agiza, Egyptian citizens who were seeking asylum in Sweden, was based on diplomatic assurances from the Egyptian Government alone, which did not provide effective safeguards against torture; also acknowledges that the Swedish Government hindered the men from exercising their rights in accordance with the provisions of the ECHR, by not informing their lawyers until they had arrived in Cairo; deplores the fact that the Swedish authorities accepted an US offer to place at their disposal an aircraft that benefited from special overflight authorisation in order to transport the two men to Egypt;

Is deeply concerned that all the work of the temporary committee so far seems to indicate that European airspace and airports have been used by CIA front-companies in order to bypass the legal obligations for state aircraft as set out in the Chicago Convention, thus enabling persons suspected of terrorism to be transferred illegally to the custody of the CIA or the US military or to other countries (including Egypt, Jordan, Syria and Afghanistan) which frequently use torture during interrogations, as is recognised by the US government itself ;
