1. Insists in this context on the importance of Article 53b of the Financial Regulation (EC, Euratom) No 1605/2002, which provides that, when implementing the budget, the Member States are to take all necessary measures, including legislative, regulatory and administrative measures, to protect the Union's financial interests; stresses in this respect that Article 59(2) of the new Financial Regulation (EU, Euratom) No 966/2012 even specifies that these measures should include the following:(a) ensuring that actions financed from the budget are implemented correctly and effectively and in accordance with the applicable sector-specific rules for that purpose and (b) preventing, detecting and correcting irregularities and fraud;
