The government was again criticized by the various stakeholder groups and, this time, the criticism was not merely from Quebec or the sovereignists, or the opposition parties, but also from the governments of Alberta, British Columbia, Nova Scotia, Newfoundland, New Brunswick and the Yukon and Northwest Territories, all of which voiced major concerns about the concept of transborder species and the powers defined by the act.
