Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Definition: Arises as a delayed or protracted response to a stressful event or situation (of either brief or long duration) of an exceptionally threatening or catastrophic nature, which is likely to cause pervasive distress in almost anyone. Predisposing factors, such as personality traits (e.g. compulsive, asthenic) or previous history of neurotic illness, may lower the threshold for the development of the syndrome or aggravate its course, but they are neither necessary nor sufficient to explain its occurrence. Typical features include episodes of repeated reliving of the trauma in intrusive memories ( flashbacks ), dreams or nightmares, occurring against the persisting background of a sense of numbness and emotional blunting, detachment from other people, unresponsiveness to surroundings, anhedonia, and avoidance of activities and situations reminiscent of the trauma. There is usually a state of autonomic hyperarousal with hypervigilance, an enhanced startle reaction, and insomnia. Anxiety and depression are commonly associated with the above symptoms and signs, and suicidal ideation is not infrequent. The onset follows the trauma with a latency period that may range from a few weeks to months. The course is fluctuating but recovery can be expected in the majority of cases. 5. A delegated act adopted pursuant to Article 4(3a) shall enter into force only if no objection has been expressed either by the European Parliament or the Council within a period of 2 months of notification of that act to the European Parliament and the Council or if, before the expiry of that period, the European Parliament and the Council have both informed the Commission that they will not object. That period shall be extended by 2 months at the initiative of the European Parliament or the Council.

On 18 November 2009, Parliament, Council and the Commission therefore agreed to continue the budgetary procedure under the EC Treaty, but also reached an agreement covering the outcome of the budgetary procedure, including Parliament’s vote, which took place in full respect of the Multiannual Financial Framework. The President of the Council has just confirmed the agreement of the Council on the budget we have just voted. This means that Parliament and Council have now reached an agreement on a joint text, respecting the aim and purpose of Article 314. I thus note that the budgetary procedure, that was initiated under Article 272 of the Treaty establishing the European Community and continued under Article 314 of the Treaty on the Functioning of the European Union, has been completed in accordance with Article 314 of the Treaty on the Functioning of the European Union and the Multiannual Financial Framework. The budgetary procedure can thus be deemed to be completed and the budget is declared definitively adopted’.

(11c) The European Council of Lisbon of 23 and 24 March 2000 declared its support for mobility as an essential feature of the new knowledge society and in promoting life-long learning. It called on the Member States, the Council and the Commission to take the necessary steps to foster the mobility of students, teachers and training staff, in particular by removing obstacles, through greater transparency in the recognition of qualifications and periods of study and training and through specific measures to remove obstacles to the mobility of teachers by 2002, and to develop a common European format for curricula vitae to facilitate mobility by helping the assessment, both by education and training establishments and by employers, of knowledge acquired. The European Council also called on the Council and the Commission to promote the creation of a Europe-wide database on jobs and learning opportunities to facilitate mobility, while making it easier to find jobs and overcome the skills shortage.
(11 quater) le Conseil européen de Lisbonne des 23 et 24 mars 2000 s'est prononcé en faveur de la mobilité comme un élément essentiel dans la nouvelle société de la connaissance et dans la promotion de la formation tout au long de la vie; il a invité les États membres, le Conseil et la Commission: à prendre les mesures nécessaires pour encourager la mobilité des étudiants, des enseignants et des formateurs, en particulier par l'élimination des obstacles, par une transparence accrue dans la reconnaissance des qualifications et des périodes d'étude et de formation, ainsi que par des mesures spécifiques pour supprimer les entraves à la mobilité des enseignants d'ici à 2002; et à mettre au point un modèle européen commun de curriculum vitae pour favoriser la mobilité, en aidant les établissements d'enseignement et de formation et les employeurs à mieux évaluer les connaissances acquises; le Conseil européen a en outre invité le Conseil et la Commission à envisager la création d'une base de données européenne sur les possibilités d'emploi et d'apprentissage qui pourrait faciliter la mobilité, tout en améliorant la capacité d'insertion professionnelle et le déficit de qualification;
