Following the 2003 reform of the first pillar of the common agricultural policy, the major focus for policy reform in the new financial programming period will be rural development. A first important step is to bring rural development under a single funding and programming framework and this is the prime objective of the Commission proposal.

Looks forward to the evaluation of reconstruction needs in the Federal Republic of Yugoslavia which is due to be completed by the World Bank; expects the Commission thereafter to produce an up-to-date, systematic evaluation of the multiannual needs in the whole Balkan region; also expects in this connection a detailed multiannual programming proposal for heading 4 of the financial perspective; considers that support for reconstruction and the establishment of democracy and the rule of law in Serbia is extremely important, but that it must be tied to stringent political conditions and must not diminish the attention accorded to, or encroach upon the resources allocated to, support for other parts of the western Balkans under the CARDS programme;

The partnerships and the strategies formulated within the RIS projects have had a strong policy impact, not least through their inclusion in broader regional economic strategies (that in turn have provided the basis for the formulation of many Structural Funds program proposals for the period 2000-2006).

(4) In view of the growing importance of culture for European society and the challenges facing the Community at the dawn of the 21st century, it is important to increase the effectiveness and consistency of Community measures in the cultural field by proposing a single guidance and programming framework for the period 2000 to 2004, bearing in mind the need for the Community policies concerned to take greater account of culture; in this respect, the Council Decision of 22 September 1997 regarding the future of European cultural action(5) calls on the Commission to make proposals with a view to establishing a single instrument for programming and financing aimed at the implementation of Article 151 of the Treaty.
(4) Eu égard à l'importance croissante de la culture pour la société européenne et aux enjeux auxquels la Communauté est confrontée à l'aube du XXIe siècle, il importe d'accroître l'efficacité et la cohérence des mesures communautaires dans le domaine culturel en proposant un cadre unique d'orientation et de programmation pour la période 2000-2004, compte tenu de la nécessité de prendre davantage en considération la culture dans les politiques communautaires concernées. À cet égard le Conseil a, par sa décision du 22 septembre 1997 concernant l'avenir de l'action culturelle en Europe(5), demandé à la Commission de faire des propositions en vue de l'établissement d'un instrument unique de programmation et de financement visant à la mise en oeuvre de l'article 151 du traité.

2. At mid-term and not later than 31 March 2004, the Commission shall allocate, in close consultation with the Member States concerned, under each objective, on the basis of proposals from each Member State, taking account of its specific institutional features and their corresponding programming, the commitment appropriations referred to in Article 7(5) to the operational programmes or single programming documents or their priorities which are considered to be successful.
2. La Commission, en concertation étroite avec les États membres concernés, sur la base de propositions de chaque État membre, en tenant compte de ses spécificités institutionnelles et de sa programmation correspondante, alloue à mi-parcours et au plus tard le 31 mars 2004, au titre de chaque objectif, les crédits d'engagement visés à l'article 7, paragraphe 5, aux programmes opérationnels ou aux documents uniques de programmation ou à leurs axes prioritaires qui sont considérés comme étant performants.

(34) Whereas, in order to speed up and simplify programming procedures, the responsibilities of the Commission should be distinguished from those of the Member States; whereas, therefore, provisions should be made for the Commission, acting on a proposal from the Member States, to adopt the strategies and development priorities that are to govern the programming as well as the size of the financial contribution from the Community, and the implementing arrangements linked to them, while the Member States are to decide on their application; whereas the content of the various forms of assistance should also be specified;

Such an arrangement is all the more crucial to programming for the fisheries sector, in that in its proposal for a Regulation on structural measures in the fisheries sector the Commission has already proposed two programming levels for Objective 2 - a supra-regional level for activities related to the MAGPs, and a regional level for the remainder of operations.
