2. In addition to taking systematic account of the situation of indigenous peoples and other Central American ethnic groups at all levels of development cooperation, the Parties shall integrate their particular situation in the development of policies and strengthen the capacity of their organizations in order to increase the positive effects of development cooperation on these groups, in accordance with national and international obligations of the Parties.
2. Outre la prise en compte systématique de la situation des populations autochtones et autres groupes ethniques d'Amérique centrale à tous les niveaux de la coopération au développement, les parties s'accorderont pour intégrer la spécificité de ces groupes dans l'élaboration de leurs politiques et pour renforcer les capacités des organisations représentant les populations autochtones, de manière à accroître les effets positifs de la coopération au développement sur ces populations, tout en respectant leurs obligations nationales et internationales.

29. Notes once again with satisfaction the adoption by the United Nations General Assembly of the Declaration on the rights of indigenous peoples, which creates a framework in which States can protect and promote the rights of indigenous people without exclusion or discrimination; urges the Commission, therefore, to follow up on the implementation of the declaration, in particular through the EIDHR, while in particular enjoining all the Member States to ratify as a matter of urgency International Labour Organization (ILO) Convention 169 on Indigenous and Tribal Peoples, which backs up the principles set out in the declaration in question with a legally binding instrument; however, welcomes the Commission's activities targeting indigenous peoples and welcomes the project entitled "Promotion of Indigenous and Tribal Peoples" Rights through Legal Advice, Capacity-Building and Dialogue", initiated as a joint management project between the Commission and the ILO; notes that, almost twenty years after its entry into force, only three Member States have ratified the ILO Convention, namely Denmark, the Netherlands and Spain; consequently, encourages initiatives to increase awareness of this important legislative instrument and to enhance its effectiveness worldwide by ensuring that it is ratified by all the Member States;
29. rappelle sa satisfaction quant à l'adoption par l'Assemblée générale des Nations unies d'une déclaration sur les droits des peuples indigènes, laquelle offre un cadre dans lequel les États pourront protéger et promouvoir les droits des peuples indigènes sans exclusion ni discrimination; prie instamment la Commission de suivre l'application de la déclaration, en particulier grâce à l'IEDDH, tout en recommandant spécifiquement la ratification urgente par tous les États membres de la Convention n° 169 de l'Organisation internationale du travail (OIT) relative aux peuples indigènes et tribaux, qui soutient les principes décrits dans la déclaration mentionnée par un instrument légalement contraignant; se félicite toutefois des actions de la Commission destinées aux peuples indigènes et salue le projet de "promotion des droits des peuples indigènes et tribaux au moyen de conseils juridiques, du renforcement des capacités et du dialogue", géré conjointement par la Commission et l'OIT; relève que, quelque 20 ans après l'entrée en vigueur de la Convention de l'OIT, seuls trois États membres, à savoir le Danemark, les Pays-Bas et l'Espagne, ont procédé à sa ratification; encourage dès lors toutes les initiatives qui viseraient à mieux faire connaître cet instrument législatif important et à en renforcer l'efficacité dans le monde via sa ratification par tous les États membres;

If such an assessment had been done in Colombia, consulting with the Embera Katio and with organizations like the National Indigenous Organization, and the Colombian Commission of Jurists, who represented the Embera Katio in obtaining an injunction from the Colombian court on the basis of the way in which the dam violated their rights, Canadians would not now feel a sense of responsibility with regard to the violence being levied against the Embera Katio.
