1. Considers it regrettable that the mid-term review of the Sixth Community Environment Action Programme (Sixth EAP) has been delayed by almost a year and deplores the fact that, on the whole, the European Union is not on schedule with the implementation of the measures planned in the Action Programme, contrary to what the Commission claims in its own mid-term review; recalls that, unlike its predecessor, the Sixth EAP was adopted under the codecision procedure, pursuant to Article 251 of the EC Treaty; calls for the EU to do everything in its power to attain the objectives agreed in the Sixth EAP, as failure to attain them would damage the EU's credibility, inter alia in the eyes of members of the public who are concerned about the state of the environment;

They will also wish to reflect on how to take into account other EU-level strategies, such as the Action Plan for Organic Food and Farming, the commitment to increased use of renewable energy resources (8), the need to develop a medium- and long-term EU strategy to combat climate change (9), and the need to anticipate the likely effects on farming and forestry, the EU Forestry Strategy and Action Plan (which can help deliver on both the growth and employment and the sustainability objectives) and the priorities set out in the Sixth Community Environment Action Programme laid down by Decision No 1600/2002/EC of the European Parliament and of the Council (10), particularly those priorities identified as requiring thematic environmental strategies (soil protection, protection and conservation of the marine environment, the sustainable use of pesticides, air pollution, urban environment, the sustainable use of resources, and waste recycling).

The Plan also builds on the commitments made in the Communication on a Global Partnership for Sustainable Development [5] and in the 6th Community Environmental Action Plan. (21) Any content policy action should be complementary to other ongoing Community initiatives, and be performed in synergy with actions under the fifth framework programme for research and development, the framework programme for culture, the media programmes, with Community education actions, SME actions, with the Structural Funds, with the eEurope action plan and the risk capital action plan.

Each CIP, which will take the form of a single programming document (DOCUP), will comprise a detailed description of the following components: the current situation with regard to discrimination and inequality in the labour market, an ex ante assessment of the impact expected on the socio-economic situation at local or sectoral level, an implementation strategy based on the selected priorities (with specific action for asylum seekers) and information activities, complementarity between this strategy and the national action plan, local employment pacts and other Community programmes, actions and methods conducive to equal opportunities for men and women, a summary of the lessons learnt from the ADAPT and EMPLOYMENT initiatives, arrangements for technical assistance required to implement the CIP, an indicative financing plan showing the envisaged ESF contribution and the expected public and private support, consultation process for all the partners in decision making, arrangements for monitoring, control and evaluation of the implementation of EQUAL (calls for proposals, contracts awarded to the final beneficiaries, integration in policies or mainstreaming, composition of the Monitoring Committee, collection of data and indicators necessary for permanent assessment).

Several new Commission initiatives are imminent, such as the proposal for a Directive on the Promotion of Renewable Energy Sources in the context of the Internal Electricity Market, the proposal for a Directive on Complementary Fuel Specifications for the year 2005, a Communication on actions relating to the integration of sustainable development in enterprise policy, the revision of the Common Transport Policy, a Green Paper on Urban Transport, a Strategy for Energy Supply Security including the evaluation of the environmental impact of all energy sources, an Action Plan for Improved Energy Efficiency in the Community and an Action Plan for Renewable Energy Sources.
