The Commission Representations in the Member States undertook numerous awareness-raising and outreach actions in respect of citizens' rights, either with a thematic link or more generally and were also active in awareness-raising about the European Citizens' Initiative, using a variety of communication means.

On 23 March 2011, the Commission presented a Communication “Consular protection for EU citizens in third countries: State of play and way forward”[95] announcing concrete actions to increase the effectiveness of EU citizens’ right to be assisted in third countries, including in times of crisis, by the diplomatic and consular authorities of all Member States.

In the Communication of 25 November 2013 "Free movement of EU citizens and their families: Five actions to make a difference"[1], the Commission clarified EU citizens' rights and obligations under EU rules on free movement and set out five actions to help national authorities effectively apply those rules on the ground.

13. The Communication also contributes to implementing Action 8 of the "EU Citizenship Report 2010 – Dismantling the obstacles to EU citizens' rights" [4], a strategic initiative of the Commission, focusing on obstacles citizens still face, notably when moving cross-border, and presenting remedies to them.

21. Considers that, as regards Community citizens' right to vote and with due regard for the Member States' competence in this area, Member States should examine the possibility of extending to all resident citizens, regardless of their nationality, the right to vote in regional and national elections; considers also that Member States which do not grant their nationality to those legally resident on their territory once a reasonable period of time has elapsed should at least consider the possibility of granting long-term residents the right to vote in all elections;

Calls on the Member States of the European Union to establish a European platform consisting of representatives of the national bodies that are responsible for monitoring Member States" performance in complying with fundamental and citizens" rights in order to scrutinise the consistency of national laws on the intelligence services with the ECHR and the EU Charter of Fundamental Rights, to review the legal provisions guaranteeing postal and communications secrecy, and, in addition, to reach agreement on a recommendation to the Member States on a Code of Conduct to be drawn up which guarantees all European citizens, throughout the territory of the Member States, protection of privacy as defined in Article 7 of the Charter of Fundamental Rights of the European Union and which, moreover, guarantees that the activities of intelligence services are carried out in a manner consistent with fundamental rights, in keeping with the conditions set out in Chapter 8 of the report of the European Parliament's temporary committee, and in particular Section 8.3.4.; emphasises the need to draw up joint standards which are better suited to the requirements of protecting the fundamental rights of EU citizens and more stringent than those guaranteed by Article 8 of the ECHR;

For the purposes of this report, the Commission would draw particular attention to the rights taken from the Treaty establishing the European Community and grouped under Chapter V on citizens' rights: the right to vote and stand as a candidate at elections to the European Parliament (Article 39); the right to vote and stand as a candidate at municipal elections (Article 40); the right of access to documents (Article 42); the right to refer matters to the Ombudsman (Article 43); the right to petition the European Parliament (Article 44); freedom of movement and residence (Article 45); diplomatic and consular protection (Article 46).

The Committee on Citizens’ Freedoms and Rights, Justice and Home Affairs therefore proposes that plenary support the Commission proposals but, at the same time, calls on the Commission to present a proposal well before the end of 2001, consolidating all the initiatives designed to create an area of freedom, security and justice on the basis of Title VI of the Treaty on European Union and Title IV of the Treaty establishing the European Community, in order to strengthen citizens’ rights and fundamental rights.
