Gerry Byrne: With regard to the financing and operation of the Confederation Bridge: (a) what are the amounts of toll revenues reported to the government as required by the Bridge Operating Agreement between the government and Strait Crossing Development Incorporated (SCDI), broken down by year and/or report from 1997 to the most current report; (b) has the government ever audited or evaluated SDCI’s records or remittances, as provided for in the Bridge Operating Agreement; (c) if the answer to (b) is yes, what were the key findings of the audits and what are the document identification references to these audits or evaluations; (d) if the answer to (b) is no, why has the government not audited SCDI’s records to date; (e) what has the government paid to SCDI or Strait Crossing Finance Inc (SCFI) annually to retire the bonds issued by SCFI for the financing of the Confederation Bridge; (f) what are the government’s forecasted annual payments to SCDI or SCFI for the purposes of retiring the bonds for the remainder of its 35-year agreement with SCDI or SCFI; and (g) what are the amounts of any payments made owing to the government's guarantee to SCDI of a minimum of $13.9 million (1996 dollars) per year in toll revenue?

However, the Commission can accept that a vertically integrated or "holding structure" may also deliver the necessary independence, if it puts in place strict "Chinese walls" to ensure the legal, financial and operational separation, including for example: totally distinct decision-making bodies, to prevent discriminatory practices; separate financial flows (with separation of accounts and guarantees to ensure railway undertakings are not benefitting from cross-financing from incomes of the infrastructure manager); separate IT systems to avoid leaking of confidential commercial data; and stringent cooling-off periods for transfer of staff to eliminate conflicts of loyalty.
La Commission n’exclut cependant pas qu’une structure verticalement intégrée, en «holding», puisse aussi assurer l’indépendance requise, mais sous réserve que des «murailles de Chine» strictes soient mises en place pour garantir la séparation juridique, financière et opérationnelle. Ces mesures comprennent notamment: la mise en place d’organes décisionnels totalement distincts, pour prévenir les pratiques discriminatoires; des flux financiers séparés (avec une séparation des comptes et des mesures garantissant que les recettes du gestionnaire de l’infrastructure ne profitent pas aux entreprises ferroviaires sous forme de financement croisés); des systèmes informatiques distincts pour éviter les fuites d’informations commerciales confidentielles; enfin, l’imposition de périodes d’attente strictes pour le transfert du personnel, de manière à éviter les conflits de loyauté.

Underlines the European added value of cross-financing between the ERDF and the ESF in terms of flexibility for social inclusion projects and integrated urban development plans/strategies; calls on the Commission to create more flexible conditions for such cross-financing so as to encourage its use and so that these rules do not create obstacles when designing and implementing these plans/strategies; draws attention to the complementary nature of these funds; notes that, particularly in urban areas suffering from social exclusion or environmental pollution, ESF funding could be used to support joint local projects by cities, the third sector and the private sector for the prevention of exclusion; points out that the pooling of existing European funds could substantially increase available financing;

Underlines the value added by cross-financing between the ERDF and the ESF in terms of flexibility for social inclusion projects and integrated development strategies; calls on the Commission to develop a one-stop shop scheme to provide practical guidance, information and advice for those concerned, so as to ensure that the public is kept properly up to date with regard both to cross-financing and to synergies between funds in general; urges that this move towards simplification be brought to the attention of the public, the purpose being to reduce to the necessary minimum the amount of information requested;

Although the construction of this fixed link is financed partly by the private sector, the Government of Canada is committed to paying an annual contribution of $41.9 million in 1992 dollars, indexed for a period of 35 years, which, as I mentioned before, works out to a total of $1.47 billion (1350) This subsidy enabled Strait Crossing Finance Inc. to obtain financing through a private bond issue worth $660 million.
