Recognising the need to ensure the competitiveness of Europe's industries, and in particular to tailor policies to the specific situation of industrial sectors, the Commission's Communication "Industrial Policy in an Enlarged Europe" (COM (2002)714) identified the aerospace sector as a particular example of a sector whose activities are governed by specific factors, stressing the need for a clear commitment from the EU and the Member States to improving the competitiveness of this industry.

E. whereas global steel demand is expected to increase in the long term and steel will remain a key material for Europe’s industrial value chains, and whereas it is therefore in the interest of the European Union to maintain its domestic production;

Emphasises that RISE needs a short-term agenda so as to safeguard the manufacturing base and know-how, in order to meet the urgent challenges in some sectors (such as production overcapacity, restructuring and unfair competition) as well as a roadmap and timetable within a long-term framework based on an approach with clear and stable objectives and goals, science-based indicators and a life-cycle and circular economy approach which enables and provides incentives for steering investments into creativity, skills, innovation, new technologies and promotes the modernisation, sustainability and competitiveness of Europe’s industrial base through a value chain-conscious policy that covers undertakings of all sizes, pays due attention to the basic industries and is conducive to maintaining the production chain in Europe; considers that such modernisation should be built on both key industries and new sectors of industry and that it must be geared towards growth in accordance with sustainable development principles;

Notes the decline of Europe’s industrial sector which, chiefly as a result of changes in the global industrial landscape, has shed 3 million jobs and suffered a 10% fall in production since 2008 despite the fact that it is one of the main drivers of growth in Europe; calls on the Commission to implement without delay a sustainable joint long-term strategy founded on promoting and developing industry and making it more attractive, using specific instruments with a view to maintaining its competitiveness on a global scale; points out that the Union’s trade policy is of critical importance for industry;

Takes the view that, given the history of the European continent, the Commission should promote more vigorously Europe's industrial heritage, whose potential has not been sufficiently recognised; emphasises that the development of Europe's industrial heritage, as a major area of cultural interest, could also benefit secondary destinations and contribute to achieving a more sustainable, diversified and evenly spread tourism sector in Europe, through the preservation, transformation and rehabilitation of the industrial sites;
44. estime que, compte tenu de l'histoire du continent européen, la Commission devrait promouvoir plus énergiquement le patrimoine industriel de l'Europe, dont le potentiel n'est pas encore suffisamment reconnu; souligne que le développement du patrimoine industriel européen, un des grands secteurs d'intérêt culturel, pourrait également profiter aux régions qui ne font pas partie des destinations touristiques traditionnelles et contribuerait à faire du tourisme une activité plus durable, plus diversifiée et mieux répartie en Europe, grâce à la préservation, à la transformation et à la réhabilitation des sites industriels;
