On 16 July 2015 the Chair of the European Parliament’s ITRE Committee addressed a letter to the Presidency stating that, should the Council transmit formally to the European Parliament its position as agreed, subject to legal-linguistic verification, he will, together with the Rapporteur, recommend to the Plenary that the Council’s position be accepted without amendments at Parliament’s second reading.

On 11 February 2014, the Chairman of the European Parliament's Committee on Fisheries addressed a letter to the Chairman of the Permanent Representatives Committee (Part One) stating that, should the Council transmit formally its own first-reading position to the Parliament in the form set out in the Annex to that letter, he would, subject to verification by the lawyer-linguists of both institutions, recommend to the Parliament's plenary session that it should, in the Parliament's second reading, accept the Council's position at first reading without amendment.

Commissioner Hübner failed to indicate in reply to my question No. E-1269/07 how it is that the Elanet company (in which she herself admits that the Greek Federation of Industry - SEV - has a vested interest) is involved in the approval of 299 of the 300(!) applications submitted to the Finance Ministry, as pointed out by the Greek press (for example ‘Ethnos’ of 13 December 2006). I am, therefore, compelled, as I also mentioned in my above question, to raise the matter before the European Parliament in plenary in the hope of obtaining a full reply from (the otherwise likeable) Mrs Hübner.
Dans la réponse par elle réservée à la question E-1269/07 de l’auteur de la présente question, M Hübner, membre de la Commission des Communautés européennes, ne dit pas, hélas, comment il est possible que la société ELANET (à laquelle, de l’aveu même de M Hübner, la Fédération des industries grecques, ou SEB, est partie prenante), soit impliquée dans l’adoption de 299 des 300 (!) dossiers qui avaient été soumis au ministère de l’Économie, ce dont la presse grecque s’était faite l’écho (voir Ethnos du 13 décembre 2006, par exemple).

I must therefore repeat my questions in the hope of obtaining a full and convincing reply from the (likeable) Mrs Hübner so that I will not be obliged to raise the matter before the European Parliament in plenary. Under Community law and the rules governing the implementation of the third CSF and other Community initiatives, is it acceptable for applications to be approved by the representatives of the applicants?
Je me vois dès lors obligé de reposer mes questions, en espérant recevoir une réponse complète et convaincante de Mme Hübner (qui a toute ma sympathie), afin que je n'aie pas à porter la question devant l'assemblée plénière du Parlement européen: le fait que les représentants des entreprises concernées approuvent les propositions est-il compatible avec la législation de l'UE et les règles qui régissent la mise en œuvre du 3e CCA et des autres initiatives communautaires?

Stresses that Parliament should continue to adopt a recommendation or resolution prior to the launch of any ESDP operation (including the launch of a Battle Group), in close consultation with national parliaments, in order to have a European Parliament position available before an ESDP operation; is of the opinion that, in order to ensure flexibility when Parliament is not in plenary session or rapid deployment is deemed necessary, its Rules of Procedure should be adapted with a view to authorising its responsible committee to adopt that recommendation or resolution on its behalf;

Finally, the Commission will ensure that the undertakings made at Parliament's plenary sitting of 5 February 2002 (7) and restated at its plenary sitting of 31 March 2004 (8) and those referred to in points 1 to 7 of the letter of 2 October 2001 (9) from Commissioner Bolkestein to the Chairman of the European Parliament's Committee on Economic and Monetary Affairs are honoured in respect of the entire financial services sector (including securities, banks, insurance, pensions and accounting).
