Indeed, my proposals for this dossier on the five-year European statistical framework build on the recommendations adopted in my report on 'Quality management for European statistics'. In particular, stronger governance frameworks including independent agencies; standardised public auditing systems; user friendly statistical information; and assisting member states to ensure compliance are the key themes of this report.
Les propositions contenues dans le dossier que je présente concernant le cadre statistique européen quinquennal sont basées sur les recommandations adoptées dans mon rapport sur la gestion de la qualité des statistiques européennes, et notamment: des cadres de gouvernance plus rigoureux, y compris pour les agences indépendantes; des systèmes d'audit publics et standardisés; une information statistique conviviale; une aide accordée aux États membres pour qu'ils respectent le programme. Tels sont les thèmes clés du présent rapport.

National authorities competent for European statistics and the Union statistical authority shall ensure that European statistics comply with the European Statistics Code of Practice and serve the needs of European Union institutional users, governments, regional authorities, research institutions, civil society organisations, enterprises and the public and that European statistics are based on well-defined priorities in compliance with the principle of a free and transparent access to European statistics.
Les autorités nationales compétentes en matière de statistiques européennes et l'autorité statistique de l'Union veillent à ce que les statistiques européennes respectent le code de bonnes pratiques de la statistique européenne et répondent aux besoins des utilisateurs institutionnels de l'Union européenne, des administrations nationales, des autorités régionales, des instituts de recherche, des organisations de la société civile, des entreprises et du public, et que les statistiques européennes reposent sur des priorités bien définies conformément au principe d'accès libre et transparent aux statistiques européennes.

(8) To ensure the integrity and quality management of the development, production and dissemination of European statistics under this Regulation, the national statistical institutes and the Commission (Eurostat) should take all necessary measures to maintain public confidence in statistics and to allow for a more rigorous application of the European Statistics Code of Practice, attached to the Recommendation of the Commission of 25 May 2005 on the independence, integrity and accountability of the national and Community statistical authorities, and the Commission Communication to the European Parliament and the Council of 15 April 2011 on robust quality management for European statistics, while respecting the principles set out therein.
(8) Afin de garantir l'intégrité et la qualité de la gestion lors du développement, la production et la diffusion de statistiques européennes au titre du présent règlement, les instituts nationaux de statistique et la Commission (Eurostat) doivent prendre toutes mesures nécessaires pour maintenir la confiance du public dans les documents statistiques et permettre une mise en œuvre plus stricte du code de bonnes pratiques de la statistique européenne, joint à la recommandation de la Commission du 25 mai 2005 concernant l'indépendance, l'intégrité et la responsabilité des autorités statistiques nationales et communautaire, et la communication de la Commission au Parlement européen et au Conseil du 15 avril 2011, intitulée "Vers une gestion solide de la qualité pour les statistiques européennes", tout en veillant au respect des principes énoncés dans ce code.

In order to enhance trust in European statistics, the national statistical authorities should in each Member State, as should the Community statistical authority within the Commission, enjoy professional independence and ensure impartiality and high quality in the production of European statistics, in accordance with the principles laid down in Article 285(2) of the Treaty as well as the principles further elaborated in the European statistics Code of Practice endorsed by the Commission in its Recommendation of 25 May 2005 on the independence, integrity and accountability of the national and Community statistical authorities (incorporating the European statistics Code of Practice).
Afin d'augmenter la confiance dans les statistiques européennes, les autorités statistiques nationales, dans chaque État membre, de même que l'autorité statistique communautaire, au sein de la Commission, devraient bénéficier d'une indépendance professionnelle et assurer l'impartialité et une qualité élevée lors de la production de ces statistiques, en conformité avec les principes énoncés à l'article 285, paragraphe 2, du traité et avec les principes précisés dans le code de bonnes pratiques de la statistique européenne entériné par la Commission dans sa recommandation du 25 mai 2005 concernant l'indépendance, l'intégrité et la responsabilité des autorités statistiques nationales et communautaire (comprenant le code de bonnes pratiques de la statistique européenne).

(16) In order to enhance trust in European Statistics the statistical authorities must enjoy professional independence and ensure impartiality and high quality in the production of European Statistics, in accordance with Article 285(2) of the Treaty and taking into account the Fundamental Principles of Official Statistics adopted by the United Nations Economic Commission for Europe on 15 April 1992 and by the United Nations Statistical Commission on 14 April 1994 as well as the principles laid down in the European Statistics Code of Practice endorsed by the Commission in its Recommendation on the independence, integrity and accountability of national and Community statistical authorities.

This directive proposes the setting up of a European Statistical Advisory Board. It aims to address two issues: Robustness of the European Statistical System and public confidence in that system.
Cette directive vise à instituer un conseil consultatif européen pour la gouvernance statistique, avec un objectif double: renforcer la solidité du Système statistique européen et favoriser la confiance des utilisateurs dans ce système.
