TRADUCTIONS EN CONTEXTE

Taking account of the close historical relationship and progressively closer links between the Parties as well as their desire to strengthen and widen relations in an ambitious and innovative way, the negotiations on the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Ukraine, of the other part (hereinafter referred to as ‘the Agreement’), were successfully concluded by the initialling of the Agreement in 2012.
Eu égard aux relations étroites qui unissent les parties de longue date, aux liens qui les rapprochent chaque jour davantage et à leur souhait de renforcer et de développer ces rapports de manière ambitieuse et inédite, les négociations concernant l’accord d’association entre l’Union européenne et la Communauté européenne de l’énergie atomique et leurs États membres, d’une part, et l’Ukraine, d’autre part (ci-après dénommé «accord»), ont été menées à bien et se sont achevées par le paraphe de l’accord, en 2012.

It seeks to convey to the Iraqi people, who have suffered from years of successive wars, sanctions and brutal authoritarian rule, the European Union's desire to see the emergence of a secure, stable and prosperous Iraq, at peace with its neighbours and integrated into the international community.

Quite rightly, in the statements and discussion at the meeting of 10 September, and in the numerous contacts with representatives from the whole spectrum of the parties involved, the wish was expressed for a European solution, which should be compatible with the Alpine Convention Transport Protocol, whose early ratification by the European Union is desirable.

It is, however, desirable that a decision to make a reference for a preliminary ruling should be taken when the national proceedings have reached a stage at which the referring court or tribunal is able to define the legal and factual context of the case, so that the Court of Justice has available to it all the information necessary to check, where appropriate, that European Union law applies to the main proceedings. In the interests of the proper administration of justice, it may also be desirable for the reference to be made only after both sides have been heard.
Il est toutefois souhaitable que la décision d’opérer un renvoi préjudiciel soit prise à un stade de la procédure où la juridiction de renvoi est en mesure de définir le cadre juridique et factuel de l'affaire, afin que la Cour dispose de tous les éléments nécessaires pour vérifier, le cas échéant, que le droit de l’Union est applicable au litige au principal.
