In accordance with the mandate adopted by the intergovernmental conference of the member states of the European Patent Organisation in Paris on 24 and 25 June 1999, two working parties were set up to carry out the preparatory work for a reform of the patent system in Europe, particularly with a view to reducing the cost and lead time involved in the granting of a patent, and for the harmonisation of litigation relating to the Community patent.
Conformément au mandat adopté par la conférence intergouvernementale des Etats membres de l'Organisation européenne des brevets, le 24 et 25 juin 1999 à Paris, deux groupes de travail ont été constitués pour préparer la réforme du système des brevets en Europe en ce qui concerne plus particulièrement la réduction du coût et des délais de délivrance du brevet européen, ainsi que l'harmonisation du contentieux du brevet européen.

Welcomes current cooperation between the existing protection mechanisms at European and international level, which could be further strengthened through systematic exchange of information and strategy, so as to ensure a better complementarity between all of them in terms of both sharing information for emergency cases and coordination for long-term support actions, e.g. through the use of a secure online platform accessible to all official stakeholders; welcomes in this respect the annual meetings organised by the Council of Europe as well as the ‘inter-mechanisms’ annual meetings organised by the Observatory for the Protection of Human Rights Defenders, a joint programme of the International Federation for Human Rights (FIDH) and the World Organisation Against Torture (OMCT), with the aim of strengthening the interaction between international and regional mechanisms and institutions for the protection of human rights defenders; invites the existing taskforces on human rights defenders in Europe, within the framework of the Council Working Party on Human Rights and the Council of Europe - the latter being an initiative of the Council of Europe's Commissioner for Human Rights - to explore ways to work more closely together;
43. se félicite de la coopération actuelle entre les mécanismes de protection aux niveaux européen et international, laquelle pourrait être renforcée par un échange systématique d'informations et de stratégies visant à assurer une meilleure complémentarité en termes d'échange d'informations sur les cas d'urgence et de coordination des actions de soutien à long terme, comme l'utilisation d'une plateforme en ligne sécurisée et accessible à toutes les parties prenantes officielles; se félicite à cet égard des réunions annuelles organisées par le Conseil de l'Europe ainsi que des rencontres annuelles entre les mécanismes organisées par l'Observatoire pour la protection des défenseurs des droits de l'homme, un programme commun de la Fédération internationale des droits de l'homme et de l'Organisation mondiale contre la torture à l'effet de renforcer l'interaction entre les mécanismes et organismes internationaux et régionaux de protection des défenseurs des droits de l'homme; invite les groupes de travail sur les défenseurs des droits de l'homme d'Europe, dans le cadre du groupe de travail du Conseil sur les droits de l'homme et du Conseil de l'Europe, initiative du commissaire aux droits de l'homme du Conseil de l'Europe, à explorer les moyens de coopérer plus étroitement;

(1) Whereas in 1949 the Working Party on Road Transport of the Inland Transport Committee of the Economic Commission for Europe of the United Nations sent to the Governments of Member States a recommendation(1) inviting them to ask insurers covering third party liability risks in respect of the use of vehicles to conclude agreements for the establishment of uniform and practical provisions to enable motorists to be satisfactorily insured when entering countries where insurance against such risks is compulsory.
