[10] In order to achieve this, Member States are recommended to deliver through innovative financial instruments a specific percentage of the allocations made in their Partnership Agreements to each of the key investment areas as follows: 50% in the field of SME support, 20% in the field of CO2 reduction measures, 10% in the field of Information and Communication Technology, 10% in the field of sustainable transport, 5% in the field of support for Research Development and Innovation and 5% in the field of environmental and resource efficiency.

The activities developed under Horizon 2020 should promote equality between women and men in research and innovation, by addressing in particular the underlying causes of gender imbalance, by exploiting the full potential of both female and male researchers, and by integrating the gender dimension into the research and innovation content as well as by paying particular attention to ensuring gender balance, subject to the situation in the field of research and innovation concerned, in evaluation panels and in other relevant advisory and expert bodies in order to improve the quality of research and to stimulate innovation.

It highlights EU R I successes such as the launch of the innovation union, but says that more must be done in fields such as deepening the single market, strengthening the innovation capacity of the public sector, improving access to finance, developing people's skills and fostering ‘frontier research’ (i.e. research in new and emerging fields, which may be cross-disciplinary and involve unconventional approaches).

Applauds the Commission’s transversal approach to IP and stresses the importance of a holistic approach that is both coherent and coordinated in areas where all other policy fields (such as competition, trade, energy, the environment, innovation, structural funds, the Single Market etc.) take into account the aims of RISE; recalls, in this connection, the European Coal and Steel Community (ECSC) which proves that successful, integrated and innovative action is possible in the field of IP, and that it generates growth and employment, promotes its own integration and is of a social partnership nature; holds that RISE should be based upon a horizontal rather than a vertical IP concept; believes that – while paying due attention to the basic industries – sector-specific measures should support value chains and activity clusters with a high growth potential and must be connected to sectoral specialisation promoting high-tech and high-value-added strategies as well as innovation, skills, entrepreneurship, employment and creativity; notes, in this regard, the sectoral strategies in the motor vehicle (CARS 2020) and steel (steel action plan) industries and calls upon the Commission to adopt appropriate measures to implement those strategies; calls on the Member States and the Commission also to give sufficient focus to sectors with solid know-how and a high degree of RD investment and added-value creation including process innovation;

(ca) supporting capacity-building for the swift economic exploitation of new ideas stemming from research and innovation (RI). This includes support for clusters, cooperative partnerships between research, education and innovation actors including industry thematic research and innovation platforms, business RI infrastructures, promotion of RI business advisory services, also in the field of services, creative hubs, cultural and creative industries and social innovation, pilots and demonstration activities, and creating more demand for innovative products also through public procurement and project financing public tenders of innovation;

These priorities are notably implemented through the flagship initiatives ‘Innovation Union’ and ‘Youth on the Move’, which form the overarching policy framework for EU actions in these fields. They are complemented by the flagship initiatives on an ‘Integrated Industrial Policy for the Globalisation Era’ and on a ‘Resource-Efficient Europe’.

(a) the selection of the thematic fields must not be arbitrary. If the Commission takes a real interest in the substance of innovative measures, it should consult the European Parliament and, where appropriate, the Commission of the Regions, the Economic and Social Committee and European institutions having ties with the ESF. Their experience would be useful in determining the thematic fields and lines of action, especially in sectors in which the Commission has no experience or evaluation, such as the local employment agreements, in where the findings of the evaluation of implementation are expected in mid-2002.
(a) Le choix des domaines ne doit pas se faire de façon arbitraire; si la Commission se déclare véritablement intéressée par la nature des mesures innovatrices, elle se doit de consulter le Parlement européen et, le cas échéant, le Comité des régions, le Comité économique et social, ainsi que tous les organismes européens qui ont trait au FSE; leur expérience serait précieuse pour fixer les champs et les axes d'action, notamment dans les secteurs où la Commission ne dispose pas de l'expérience requise ou d'un bilan d'application globale, comme c'est le cas dans le secteur des initiatives locales pour l'emploi, dont les résultats sont attendus vers le milieu de l'année 2002.
