A. whereas, according to its financial statements, the final budget of the European Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice (“the Agency”) for the financial year 2013 was EUR 61 345 072; whereas the entire budget of the Agency derives from the Union budget,
A. considérant que, selon ses états financiers, le budget définitif de l'Agence européenne pour la gestion opérationnelle des systèmes d'information à grande échelle au sein de l'espace de liberté, de sécurité et de justice (ci-après l'"Agence") s'élevait, pour l'exercice 2013, à 61 345 072 EUR; considérant que l'intégralité du budget de l'Agence découle du budget de l'Union;

on discharge in respect of the implementation of the budget of the European Agency for the Οperational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice for the financial year 2013

– having regard to the final annual accounts of the European Agency for the Οperational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice for the financial year 2013,

The Agency should be responsible for monitoring research and for carrying out pilot schemes, in accordance with Article 49(6)(a) of Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities , for large-scale IT systems in application of Articles 67 to 89 TFEU, at the specific and precise request of the Commission.
À la demande expresse de la Commission, l’agence devrait être chargée du suivi de la recherche et de l’exécution des projets pilotes, conformément à l’article 49, paragraphe 6, point a), du règlement (CE, Euratom) no 1605/2002 du Conseil du 25 juin 2002 portant règlement financier applicable au budget général des Communautés européennes , pour les systèmes d’information à grande échelle en application des articles 67 à 89 du traité sur le fonctionnement de l’Union européenne.

The Management Board shall appoint the Executive Director on the basis of personal merit, experience in the field of large-scale IT systems and administrative, financial and management skills as well as knowledge in data protection.

Believes that the next MFF should allow for a ring-fencing of large-scale projects, which are of strategic importance for the Union, within the heading ‘Europe 2020’; believes that the EU budget should make a long-term contribution to these projects, in order to ensure their planning continuity and organisation stability; considers that, should additional financial resources be needed for these large-scale projects, those should not be found at the expense of smaller successful projects that are financed by the EU budget;
132. pense que le prochain CFP devrait prévoir le cantonnement des projets de grande ampleur qui revêtent une importance stratégique pour l'Union au sein de la rubrique «Europe 2020»; estime qu'une contribution du budget de l'Union devrait être consacrée à long terme à ces projets afin d'assurer la continuité de leur programmation et la stabilité de leur organisation; estime que, si des moyens financiers supplémentaires s'avéraient indispensables à ces projets de grande ampleur, ils ne devraient pas être prélevés au détriment de projets moins importants, mais couronnés de succès, qui sont financés par le budget de l'Union;

131.
