Therefore, in order to improve the completion of transport projects – in particular cross-border ones – with a high European added value, part of the Cohesion Fund allocation (EUR 11 305 500 000) should be transferred to finance transport projects on the transport core network or transport projects relating to horizontal priorities in the Member States eligible for financing from the Cohesion Fund under the CEF.

With effect from 1 January 2017, resources transferred to the CEF which have not been committed to a transport infrastructure project shall be made available to all Member States eligible for funding from the Cohesion Fund, to finance transport infrastructure projects in accordance with this Regulation.

3. Following the mid-term evaluation referred to in Article 27(1), the European Parliament and the Council may, upon a proposal by the Commission, transfer appropriations between the transport, telecommunications and energy sectors of the allocation set out in paragraph 1, with the exception of the amount of EUR 11 305 500 000 transferred from the Cohesion Fund to finance transport sector projects in the Cohesion Fund-eligible Member States.
3. Cohesion policy is funding research and development of new transport technologies and services, co-financing transport investments to the tune of €70 billion in the 2014-2020 programmes, supporting infrastructure, equipment and vehicles of the future.

Decides, in light of the current exceptional flows of migrants and refugees, to concentrate its reinforcements on strengthening the AMIF; strongly supports in this context the second EUR 780 million package on the relocation of an additional 120 000 persons; decides to incorporate the necessary funds in its reading, and to align the first relocation package with the second one by adding EUR 20 million to finance transport costs (EUR 500 per migrant to Italy and Greece); approves an additional increase of EUR 79 million for general reinforcement of the AMIF; highlights the necessity of also ensuring sufficient financing possibilities for the AMIF for the upcoming years; recalls that point 17 of IIA allows for an increase of more than 10 % in the amount foreseen for the entire duration of a programme when the new, objective, long-term circumstances arise;
35. décide, compte tenu des flux exceptionnels de migrants et de réfugiés à l'heure actuelle, de concentrer les renforcements de crédits sur le Fonds "Asile, migration et intégration"; soutient vivement, dans ce contexte, le deuxième dispositif de 780 millions d'euros destiné à la relocalisation de 120 000 personnes supplémentaires; décide d'intégrer les crédits requis au projet de budget qu'il examine et d'aligner le premier dispositif sur le deuxième en ajoutant 20 millions d'euros afin de financer les frais de transport (500 EUR par migrant à l'intention de l'Italie et de la Grèce); approuve une hausse supplémentaire de 79 millions d'euros pour le renforcement général du Fonds "Asile, migration et intégration"; souligne qu'il faut aussi s'assurer que ce Fonds disposera de possibilités de financement suffisantes au cours des prochaines années; rappelle que le point 17 de l'accord interinstitutionnel autorise une hausse de plus de 10 % du montant prévu pour la durée totale d'un programme en cas de nouvelles circonstances objectives et durables;
