Considers that EU cohesion policy (structural funds and cohesion fund), is a strategic tool for investment, sustainable growth and competitiveness, and a main pillar of European solidarity, with an undisputed EU added value; notes also the significant spill-over effects of cohesion funding for all EU Member States; insists that, in order to effectively reduce macroeconomic imbalances within the EU and contribute to economic, social and territorial cohesion, it should be able to rely on a stable, solid and sustainable financial framework; reaffirms its position that cohesion policy funding, given the pressing need to secure public investment in growth and jobs, should be maintained at least at the level of the 2007-2013 period and continue to cover all EU regions, with a focus on the less developed regions; endorses the Commission proposal to earmark 25 % of the total cohesion policy allocation to the ESF;

therefore supports the proposal to create a common European strategic framework that embraces the European Regional Development Fund, the European Social Fund, the Cohesion Fund, the European Agricultural Fund for Rural Development (EAFRD) and the Financial Instrument for Fisheries Guidance (FIFG); would therefore ask the European Commission to secure ERDF-ESF interplay of this kind in the next funding period through a joint framework regulation on cohesion policy;

The Community strategic guidelines on economic, social and territorial cohesion (hereinafter ‘the strategic guidelines’) as set out in the Annex are hereby adopted as an indicative framework for the Member States for the preparation of the national strategic reference frameworks and operational programmes for the period 2007 to 2013.
