IN-CONTEXT TRANSLATIONS

Allowing for the fact that the new Member States of the European Union will play a key role in the GALILEO programme, the European Commission saw a clear need to provide for their gradual integration in the GALILEO and EGNOS programmes through concrete actions starting with the conference entitled "GALILEO for an enlarged Europe", which was held in Warsaw in May 2003.

Draws attention to its position adopted on 23 April 2008 on the European satellite radionavigation programmes (EGNOS and Galileo) , in particular, to the fact that the EGNOS and Galileo programmes should be considered as one of the major pillars of the future European Space Programme, and to the governance of these programmes, together with the Galileo Interinstitutional Panel, which may serve as a model in the development of a European Space Policy;

The EGNOS and Galileo programmes (hereinafter "the programmes") shall cover all the activities needed to define, develop, validate, construct, operate, renew and improve the two European global satellite navigation systems (GNSS), namely the EGNOS system and the system established under the Galileo programme (hereinafter "the systems").

Following the failure of the concession contract negotiations, and due to the political and economical impact of the Programme, on 19 September 2007 the Commission presented the present amended proposal on the continuation and implementation of the European Programmes of Satellite navigation (GNSS and Galileo) as well as a proposal for a Decision that foresees that the Galileo Programme will be exclusively funded though Community Budget, as requested by the EP.

With regard to the future of EGNOS, three options are possible a priori: ending public subsidies to the EGNOS programme; complete independence of EGNOS activities from Galileo; full integration of EGNOS in the Galileo programme.
