Motion No. 100 of Mr. Bergeron (Verchères Les-Patriotes), seconded by Ms. Dalphond-Guiral (Laval Centre), That Bill C-2, in Clause 404, be amended by replacing lines 12 to 35 on page 165 with the following: " 404 (1) Subject to subsection (1.1), no person other than an elector is eligible to make a contribution to a registered party, to one of its trust funds, to an electoral district association, to a candidate or to a trust fund established for the election of a candidate endorsed by the registered party, but an elector shall not, in one financial year, contribute a total of more than $5,000 (1.1) For greater certainty, an electoral district association of a registered party, or a candidate endorsed by a registered party, may transfer contributions to the registered party (2) Where a contribution is received from a contributor other than a contributor referred to in subsection (1), or where a contribution is received that is more than the limit provided for in that subsection, the chief agent of the registered party or official agent of the candidate, as the case may be, shall, within 30 days after becoming aware of the contributor's ineligibility or the fact that the contribution is more than the limit, return the contribution unused or, where the contribution is more than the limit provided for in subsection (1.1), an amount of money that is equal to the value of the part of the contribution that is more than the limit, to the contributor; or, if that is not practicable, shall pay the amount of the contribution or, in the case of a non-monetary contribution, an amount of money equal to its value or to the value of the part of the contribution that is more than the limit, to the Chief Electoral Officer who shall forward that amount to the Receiver General" .

Subsection (1) comes into force on a day fixed by order of the Governor in Council, which day shall not be before the first day on which provinces together having at least 51% of the total population of all provinces that are participating provinces (within the meaning of subsection 123(1) of the Act) or that impose a general retail sales tax at a percentage rate on all goods (other than those specifically enumerated in the legislation that imposes the tax) or a general value added tax at a percentage rate on all goods and services (other than those specifically enumerated in the legislation that imposes the tax) have enacted laws requiring that suppliers include the tax under Part IX of the Act in indications of the prices of property or services supplied”.

Whereas the fourth framework programme of European Community activities in the field of research and technological development and demonstration (1994 to 1998) (4), adopted by the decision of the European Parliament and of the Council of 26 April 1994, introduced a new competitive approach for the Joint Research Centre (JRC), which means, amongst other things, that the JRC will gradually have to enter into competition with other bodies for the realization of certain projects financed by means of appropriations in the general budget, whether inside or outside the special subsection referred to in Article 92 (1) of the Financial Regulation of 21 December 1977 applicable to the general budget of the European Communities (5), hereinafter referred to as 'the Financial Regulation`;
