For the purposes of transparency and investor protection, Member States should require the following principles to apply to reporting on payments to governments in accordance with Chapter 10 of Directive 2013/34/EU: materiality (any payment, whether made as a single payment or a series of related payments, need not be taken into account in the report if it is below EUR 100 000 within a financial year); government and project-by-project reporting (reporting on payments to governments should be done on a government and project-by-project basis); universality (no exemptions, for instance for issuers active in certain countries, should be made which have a distortive impact and allow issuers to exploit lax transparency requirements); comprehensiveness (all relevant payments to governments should be reported, in line with Chapter 10 of Directive 2013/34/EU and supporting recitals).

ANNEX I RESOLUTION OF THE COUNCIL AND OF THE REPRESENTATIVES OF THE GOVERNMENTS OF THE MEMBER STATES, MEETING WITHIN THE COUNCIL, of ON THE EMPLOYMENT OF OLDER WORKERS "THE COUNCIL OF THE EUROPEAN UNION AND THE REPRESENTATIVES OF THE GOVERNMENTS OF THE MEMBER STATES, MEETING WITHIN THE COUNCIL, Having regard to the Treaty establishing the European Community, Whereas demographic changes are causing the job situation of older workers to become a matter of concern in most European countries; Whereas those changes will have major economic and social consequences for expenditure to improve the functioning of the job market, the financing of retirement pensions and the balance of the age pyramids within undertakings; Whereas Governments, social partners and undertakings should anticipate those changes by placing emphasis on, for example, part-time work, the adjustment of working conditions and vocational training throughout the working life; Having regard to the action already put in hand by Member States in those areas notably in order to eliminate any obstacles to the employment of older workers; Whereas certain early retirement schemes have resulted in several Member States in instability for older workers who have received compensation under varied and changing schemes, and have led to a loss of know-how in undertakings; whereas abolition of official early-retirement schemes would not stem the spate of ever earlier withdrawals from the job market observed in certain Member States; Whereas many Member States have introduced phased retirement schemes, thereby enabling the changeover by older workers to part-time work to be offset by recruitment of persons in difficulty on the job market and young workers; Whereas the organization of work must take into account productivity requirements; Whereas it is important to take account of the availability of financial resources, national priorities and balances within national systems; Whereas account should be taken of ...
ANNEXE I RESOLUTION DU CONSEIL ET DES REPRESENTANTS DES GOUVERNEMENTS DES ETATS MEMBRES, REUNIS AU SEIN DU CONSEIL, SUR L'EMPLOI DES TRAVAILLEURS AGES "LE CONSEIL DE L'UNION EUROPEENNE ET LES REPRESENTANTS DES GOUVERNEMENTS DES ETATS MEMBRES, REUNIS AU SEIN DU CONSEIL, vu le traité instituant la Communauté européenne, considérant que l'évolution démographique rend la situation des travailleurs âgés, au regard de l'emploi, préoccupante dans la plupart des pays européens ; considérant que cette évolution aura des conséquences économiques et sociales importantes sur les dépenses consacrées à l'amélioration du fonctionnement du marché de l'emploi, du financement des pensions de retraite et de l'équilibre des pyramides des âges dans les entreprises ; considérant que gouvernements, partenaires sociaux et entreprises devraient anticiper sur cette évolution en insistant par exemple sur le travail à temps partiel, sur l'adaptation des conditions de travail et sur la formation professionnelle tout au long de la vie active ; considérant les actions déjà engagées par les Etats membres dans les présents domaines, notamment pour éliminer les éventuels obstacles à l'emploi des travailleurs âgés ; considérant que certaines pratiques de départ anticipé ont pu aboutir dans plusieurs Etats membres à une précarisation de la situation des travailleurs âgés indemnisés dans le cadre de régimes divers et évolutifs et ont entraîné une déperdition de savoir-faire dans les entreprises ; que la suppression des systèmes publics de préretraites ne permettrait pas d'endiguer les sorties de plus en plus précoces du marché du travail constatées dans certains Etats membres ; considérant que des formes progressives de cessation d'activité ont été mises en place dans de nombreux Etats membres ; qu'ainsi le passage au travail à temps partiel des travailleurs âgés peut être compensé par des embauches de personnes en difficulté sur le marché de l'emploi et de jeunes travailleurs ; considérant que ...
