1. In Member States which have granted the restructuring aid provided for in Article 3 of Regulation (EC) No 320/2006 for at least 50 % of the sugar quota fixed on 20 February 2006 in Annex III to Council Regulation (EC) No 318/2006 of 20 February 2006 on the common organisation of the markets in the sugar sector , aid shall be granted to sugar beet and cane producers under the conditions laid down in this Section.

Dans les États membres qui ont octroyé l'aide à la restructuration prévue à l'article 3 du règlement (CE) no 320/2006 pour 50 % au moins du quota de sucre fixé à l'annexe III du règlement (CE) no 318/2006 du Conseil du 20 février 2006 portant organisation commune des marchés dans le secteur du sucre , une aide communautaire est accordée aux producteurs de betteraves et de cannes à sucre, selon les conditions établies dans la présente section.

A. whereas, since the beginning of the crisis, state aid of more than EUR 1.6 trillion (12.8 % of EU GDP) was granted to the financial sector between 2008 and the end of 2011 (including the recapitalisation of Northern Rock in 2007), some EUR 1 080 billion of which went on guarantees, EUR 320 billion on recapitalisation measures, EUR 120 billion on impaired assets and EUR 90 billion on liquidity measures ; whereas the Commission required substantial restructuring of banks receiving aid, including cutting of certain activities, to ensure their future viability without further public support and to offset distortions of competition caused by the subsidies received;
A. considérant que, depuis le début de la crise, des aides d'État d'un montant supérieur à 1 600 milliards d'euros (12,8 % du PIB de l'Union) ont été accordées au secteur financier entre 2008 et fin 2011 (en incluant la recapitalisation de Northern Rock en 2007), dont près de 1 080 milliards ont été consacrés à des garanties, 320 milliards à des mesures de recapitalisation, 120 milliards à des sauvetages d'actifs dépréciés et 90 milliards à des mesures d'injection de liquidités ; considérant que la Commission a exigé une restructuration substantielle des banques recevant une aide, y compris la réduction de certaines activités, afin de garantir leur viabilité à l'avenir en l'absence d'un soutien public supplémentaire et de compenser les distorsions de la concurrence causées par les subventions reçues;

Demands in that respect that the Commission finally take the appropriate steps towards a pro-active approach in terms of customer support, internal quality control, including second-level standardisation, and coherent management; asks the Commission to make available on-line all legal texts on which the grants contracts are based including, where appropriate, references to Belgian law;

There is a need to extend until 2013/14 the current Community aid scheme for producers of sugar-beet and sugar-cane, for those Member States that have granted restructuring aid under Article 3 of Regulation (EC) No 320/2006 for at least 50 % of the sugar quota laid down on 20 February 2006 in Annex III to Regulation (EC) No 318/2006, without the upper limit of five years, to deal with the needs for adjustment following restructuring.
Il est nécessaire de proroger jusqu'en 2013/2014 l'actuel régime d'aides communautaires aux producteurs de betteraves à sucre et de canne à sucre en faveur des États membres qui ont octroyé l'aide à la restructuration visée à l'article 3 du règlement(CE) n320/2006 pour 50 % au moins du quota de sucre fixé le 20 février 2006 à l'annexe III du règlement (CE) n318/2006, sans la durée maximale de cinq ans, pour faire face aux besoins d'adaptation découlant de la restructuration.

Moreover, it is essential to make clear the fact that the granting of supplementary aid is retroactive, as moreover provided for in the proposed new paragraph 8 of Article 3 of Regulation (EC) No 320/2006.

The adjustment of the quotas laid down in Annex III to Regulation (EC) No 318/2006 is without prejudice to the conditions governing the grant of the aid provided for in Chapter 10f of Council Regulation (EC) No 1782/2003 of 29 September 2003 establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers and modifying Regulations (EEC) No 2019/93, (EC) 1452/2001, (EC) 1454/2001, (EC) 1868/94, (EC) No 1251/1999, (EC) 1673/2000, (EEC) No 2358/71 and (EC) No 2529/2001 and in Article 7 of Regulation (EC) No 320/2006.

To buffer the effects of the restructuring process in Member States which have granted the restructuring aid provided for in Council Regulation (EC) No 320/2006 of 20 February 2006 establishing a temporary scheme for the restructuring of the sugar industry in the Community for at least 50 % of the quota fixed in Regulation (EC) No 318/2006, sugar beet and cane producers should be granted an aid for a maximum of five consecutive years.
