IN-CONTEXT TRANSLATIONS

In order to take account of the developments relating to the total maximum amounts of direct payments that may be granted, including those resulting from the decisions to be taken by the Member States regarding transfers between the first and second pillars and the application of the reduction and, where applicable, capping of payments, as well as those resulting from the notifications to be made by Croatia regarding the de-mined land that has returned to use for agricultural activities, the power to adopt certain acts should be delegated to the Commission in respect of adapting the national and net ceilings set out in this Regulation.
Afin de tenir compte des développements ayant trait aux montants totaux maximaux de paiements directs pouvant être octroyés, y compris ceux résultant des décisions à prendre par les États membres en ce qui concerne les transferts entre le premier et le second pilier et de l'application de la réduction et, le cas échéant, du plafonnement des paiements, ainsi que de ceux résultant des notifications à effectuer par la Croatie en ce qui concerne les terres déminées et réutilisées à des fins agricoles, il convient de déléguer à la Commission le pouvoir d'adopter certains actes en ce qui concerne l'adaptation des plafonds nationaux nets fixés par le présent règlement.

Calls on the Philippines, as one of the countries having been granted GSP+ status by the EU, to ensure effective implementation of all the core international conventions relating to human and labour rights, the environment and good governance, as listed in Annex VIII to Regulation (EU) No 978/2012; recognises that the Philippines have strengthened their human rights legislation; calls on the Philippines to continue fostering further progress in the promotion of human rights, including the publication of the National Action Plan for Human Rights, as well as in the elimination of corruption; expresses particular concern with regard to the repression faced by activists who are peacefully campaigning to protect their ancestral lands from the impact of mining and deforestation; recalls that under the GSP+ beneficiaries will have to prove that they are implementing their obligations concerning human rights, labour, environmental and governance standards.

57. From all sales and grants of land made by the Board, all mines and minerals shall be and shall be deemed to have been reserved, whether or not the instrument of sale or grant so specifies, and as respects any contract or agreement made by it with respect to land it shall not be deemed to have thereby impliedly covenanted or agreed to grant, sell or convey any mines or minerals whatever.
57. Is concerned about the way concessions can be granted to mining companies and the problems this can cause, including expropriation, deprivation of people’s livelihoods and problems concerning user rights and land rights; urges authorities to demarcate ‘no-go areas’ for concessions in areas that are environmentally protected by law or that have a high concentration of artisanal miners, and to do this before granting concessions so as to avoid unnecessary unrest and problems with local communities and mining companies; calls as well on authorities to create capacity to organise consultations with local communities, properly assess the concession request, monitor the site and assess the impact of the mining before granting concessions; calls on authorities to ensure that artisanal mining concessions are formalised and duly recognised by states, including in cases where states are moving towards industrial mining;

Recalls that the European Community has pledged EUR 240 million for the period 2002 - 2009, that its mine action strategy focuses on five mutually reinforcing components (advocacy to stigmatise the use of anti-personnel mines and support for a total ban on them; mine risk education; mine clearance; victim assistance; and stockpile destruction), and that it gives priority , in granting financial aid, to those countries which adhere to the principles and obligations of the Mine Ban Convention;

Under the plan aid may be granted only to mines demonstrated to be economically and financially viable in the long term and is meant to cover operating losses on coal mined during this period.

The aid is in application of certain provisions of the Law Nu 221 of 30 July 1990 which provided for Italy's five-year (1988-1992) mining policy, including, inter alia, aid of LIT 240 billion in the form of grants for the mining industry to cover operating losses.
