Where, in accordance with the terms of the group financial support agreement, a group entity agrees to provide financial support to another group entity, the agreement may include a reciprocal agreement by the group entity receiving the support to provide financial support to the group entity providing the support.

If the competent authority restricts or prohibits group financing support pursuant to paragraph 2 of this Article and where the group recovery plan in accordance with Article 7(5) makes reference to intra-group financial support, the competent authority of the group entity in relation to whom the support is restricted or prohibited may request the consolidating supervisor to initiate a reassessment of the group recovery plan pursuant to Article 8 or, where a recovery plan is drawn up on an individual basis, request the group entity to submit a revised recovery plan.

On Tuesday 14 January, Mr Willy DE CLERCQ, Member of the Commission with special responsibility for external relations and trade policy, received the ambassadors of the Contadora Group (Venezuela, Panama, Colombia and Mexico) and the Support Group (Argentina, Uruguay, Brazil and Peru) countries, who had come to deliver to the Commission the document setting out the results of the meeting at Caraballeda on 11 and 12 January of the Foreign Ministers of the countries which make up these two groups.

The following areas are supported : a) The acquisition and application of knowledge and techniques of parliamentary practice and organisation by multi-party groups of politicians and by parliamentary staff b) The strengthening of non-governmental organizations and associations in the NIS and in Mongolia which by their vocation contribute to the promotion of a pluralist democratic society c) The transfer of specific expertise and technical skills concerning democratic practices and the rule of law to professional groups and associations in the NIS and Mongolia d) The promotion of target groups including : - the necessary protection of vulnerable groups (children, minorities, indigenous people, victims of torture,...) - support to initiatives targeting professional groups (journalists, judicial officers, military and police personnel) which have an influence on the process of democratic development.
