Anyone who took the time to listen to any of the debates on this matter, anyone who has taken the time to hear from the witnesses, and anyone who has taken the time to read from any of the number of works that deal with the history of coal mining in Cape Breton will know that part of the reason Lester Pearson and Allan MacEachen, under the guidance of Tom Kent, in 1967 enacted the Devco legislation was because of the history of the abandonment of the miners by foreign companies.
