That is extremely important, because time and time again in this place we have seen examples of it by various political parties, and we have seen examples throughout Canada at the provincial level by various political parties, examples where the party of the day had the ability to call an election to fit its own political purposes and, I would suggest, abused that ability.

[77] 7 Grounds for refusal: (a) where enforcement would run counter to the fundamental principles of the legal system of the requested State; (b) where the requested State considers the offence for which the sentence was passed to be of a political nature or a purely military one; (c) where the requested State considers that there are substantial grounds for believing that the sentence was brought about or aggravated by considerations of race, religion, nationality or political opinion; (d) where enforcement would be contrary to the international undertakings of the requested State; (e) where the act is already the subject of proceedings in the requested State or where the requested State decides to institute proceedings in respect of the act; (f) where the competent authorities in the requested State have decided not to take proceedings or to drop proceedings already begun, in respect of the same act; (g) where the act was committed outside the territory of the requesting State; (h) where the requested State is unable to enforce the sentence; (i) where the request is grounded on Article 5.e ("if it considers that it cannot itself enforce the sanction, even by having recourse to extradition, and that the other State can") and none of the other conditions mentioned in that article is fulfilled; (j) where the requested State considers that the requesting State is itself able to enforce the sentence; (k) where the age of the sentenced person at the time of the offence was such that he could not have been prosecuted in the requested State; (l) where under the law of the requested State the sentence imposed can no longer be enforced because of the lapse of time; (m) where and to the extent that the sentence imposes a disqualification.

4.1. Political and security issues EMP regional activities have made most satisfying progress in this area on four issues in particular: - confidence-building measures have been approved, including the creation of a network of political and security correspondents, the compilation of human rights and weapons inventories, the effective launch of a Euro- Mediterranean network of defence institutes, the planned launch of machinery for exchanges of senior political and military officials, and ongoing work on the organization of civil and military cooperation machinery for use in the event of disasters in the region; - discussions are under way on a plan of action covering six areas: strengthening of democracy, preventive diplomacy, security and confidence- building measures (see above), disarmament, terrorism and organized crime; - work has started on a Euro-Mediterranean Charter for Peace and Stability, an institutional dialogue and crisis-prevention mechanism seen as the cornerstone of the EMP's political and security dimension; - September saw the inauguration of joint information and training measures aimed at diplomats from the twenty-seven Partnership countries - these will continue next year, when an electronic information network linking their foreign ministries will be put in place.
4.1. Questions politiques et de securite Dans ce domaine, les activites regionales du Partenariat euro-mediterraneen ont progresse de maniere la plus particulierement satisfaisante, et ceci dans quatre directions: -- des mesures de confiance ont ete agreees: constitution d'un reseau de correspondants politiques et de securite, etablissement d'inventaires dans le domaine des droits de l'homme et des armements, lancement effectif d'un reseau euro-mediterraneen des instituts de defense, lancement prevu d'un mecanisme d'echanges entre responsables politico-militaires, mise au point en cours d'un mecanisme de cooperation civile et militaire en cas de catastrophes dan la region; -- un plan d'action a ete mis en discussion. Il comprend six domaines: renforcement de la democratie, diplomatie preventive, mesures de confiance et de securite (cf. ci-dessus), desarmement, terrorisme, crime organise; -- une Charte euro-mediterraneenne pour la paix et la stabilite a ete mise en chantier. Ce mecanisme institutionnel de dialogue et de prevention des crises constitue l'objectif principal du volet politique et de securite du Partenariat euro-mediterraneen; -- enfin, des actions d'information et de formation communes aux diplomates des 27 Partenaires ont ete mises en oeuvre a partir de septembre 1996 et se poursuivront en 1997, y compris par la mise en place d'un reseau d'information electronique entre les Ministeres des Affaires etrangeres.
