This is the case, inter alia, for democracy support, which is going to be mainstreamed across a number of objectives; for Economic, Social and Cultural rights; for addressing violation of human rights and international humanitarian law in crises and conflicts; for fighting discrimination, particularly against women, children, persons with disabilities and LGBTI but also against members of religious minorities; for fighting torture and ill-treatment and for increasing the coherence of EU policies from a Human Rights point of view.
C’est le cas, entre autres, du soutien à la démocratie, qui va être intégré dans plusieurs objectifs, des droits économiques, sociaux et culturels, des mesures à prendre face aux violations des droits de l’homme et du droit humanitaire international dans les situations de crise et de conflit, de la lutte contre la discrimination, à l’encontre notamment des femmes, des enfants, des personnes handicapées et des personnes LGBTI, mais également des membres de minorités religieuses, de la lutte contre la torture et les mauvais traitements, ainsi que du renforcement de la cohérence des politiques de l’UE du point de vue des droits de l’homme.

This Communication has identified three areas in which the Commission can play a more effective role in the pursuit of the EU's human rights and democratisation objectives: through the promotion of coherence and consistency across EU and EC policies; through placing a higher priority on, and 'mainstreaming', human rights and democratisation objectives in the European Union's relations with third countries, in particular through political dialogue and strategic use of its external assistance programmes; and through adopting a more focussed and strategic approach to the European Initiative for Democracy and Human Rights (EIDHR).

b.Implement an EU policy on Transitional Justice including through a mapping exercise to identify the EU's experiences, challenges and lessons learned in its support to TJ; provide concrete guidance and training to EU mission staff working on TJ, a network of staff across the Commission services and EEAS and EU MS will be created to exchange best practices and foster coherence and consistency; increase monitoring and reporting (including through the Human Rights Country Strategies) and promote inter-regional dialogue on TJ to improve co-operation between regional organisations.
b.Mettre en œuvre une politique de l’UE en matière de justice transitionnelle, en faisant notamment l’inventaire des expériences de l’UE, des difficultés qu’elle a rencontrées et des leçons qu’elle a tirées dans le cadre de son soutien à la JT; fournir des orientations concrètes et une formation au personnel des missions de l’UE travaillant dans le domaine de la JT et créer un réseau de membres du personnel des différents services de la Commission et du SEAE ainsi que des EM de l’UE aux fins de l’échange de bonnes pratiques et d’une cohérence accrue; renforcer le suivi et l’établissement de rapports (notamment au moyen des stratégies par pays en matière de droits de l’homme) et promouvoir le dialogue entre régions sur la JT pour améliorer la coopération entre les organisations régionales.

A wide range of other actors at European and international levels have expressed their deep concern about the reform of the Polish justice system: representatives of the judiciary across Europe, including the Network of Presidents of the Supreme Judicial Courts of the European Union and the European Network of Councils for the Judiciary, the Venice Commission, the Commissioner for Human Rights of the Council of Europe, the United Nations Human Rights Committee as well as numerous civil society organisations such as Amnesty International and the Human Rights and Democracy Network.
