During 2007, the three Scientific Committees[34], namely the Scientific Committee on Consumer Products (the SCCP), the Scientific Committee on Health and Environmental Risks (the SCHER), and the Scientific Committee on Emerging and Newly Identified Health Risks (the SCENIHR), adopted a wide range of opinions on scientific assessment of health and/or environmental risks.

During 2006, the three Scientific Committees[32], namely the Scientific Committee on Consumer Products (the SCCP), the Scientific Committee on Health and Environmental Risks (the SCHER), and the Scientific Committee on Emerging and Newly Identified Health Risks (the SCENIHR), adopted a wide range of opinions covering such matters as certain hair dyes (as part of a review of possible cancer risks), the safety of sun beds, existing substances under Regulation 793/93, other substances like organotins, the possible effects of substances released by air freshener products, the effect of electromagnetic fields on human health and the appropriateness of existing methodologies for assessing the risks of nanomaterials.
En 2006, les trois comités scientifiques[32], à savoir le comité scientifique des produits de consommation, le comité scientifique des risques sanitaires et environnementaux et le comité scientifique des risques sanitaires émergents et nouveaux, ont adopté de nombreux avis portant notamment sur certaines teintures capillaires (dans le cadre d'un réexamen des risques possibles de cancer), la sécurité des bancs solaires, les substances existantes couvertes par le règlement (CEE) n° 793/93, d'autres substances telles que les composés organostanniques, les effets possibles des substances libérées par les produits désodorisants, l'effet des champs électromagnétiques sur la santé humaine et la pertinence des méthodologies existantes pour évaluer les risques des nanomatériaux.

Following the publication of a scientific study in 2001, entitled ‘Use of permanent hair dyes and bladder cancer risk’, the Scientific Committee on Cosmetic Products and Non-Food Products intended for Consumers, subsequently replaced by the Scientific Committee on Consumer Products (‘SCCP’), pursuant to Commission Decision 2004/210/EC of 3 March 2004 setting up Scientific Committees in the field of consumer safety, public health and the environment , concluded that the potential risks of the use of hair dyes were of concern.
À la suite de la publication en 2001 d’une étude scientifique intitulée «Use of permanent hair dyes and bladder cancer risk», le comité scientifique des produits cosmétiques et des produits non alimentaires destinés aux consommateurs, ultérieurement remplacé par le comité scientifique des produits de consommation (ci-après «CSPC») conformément à la décision 2004/210/CE de la Commission du 3 mars 2004 instituant des comités scientifiques dans le domaine de la sécurité des consommateurs, de la santé publique et de l’environnement , a estimé que les risques pouvant découler de l’utilisation des teintures capillaires étaient préoccupants.

(4a) According to the ICCAT Scientific Committee, current catch levels of bluefin tuna are not sustainable in the long term with the current exploitation patterns, and consequently the European Union should propose measures to rebuild the stock to ICCAT as a matter of urgency, including a recovery plan if necessary, together with control measures which will help to resolve the problems of overfishing and the underreporting of catches.
(4 bis) D'après le comité scientifique de la CICTA, le niveau des captures de thon rouge qui est atteint aujourd'hui ne pourra être maintenu à long terme avec le mode actuel d'exploitation des ressources, aussi l'Union européenne doit-elle proposer d'urgence à la CICTA des mesures de régénération du stock, y compris un plan de reconstitution, si nécessaire, ainsi que des mesures de contrôle qui contribuent à remédier tant au problème de la surpêche qu'à celui des déclarations minorant les captures réelles.

5. Calls on the Commission to put before the European Parliament and the Council within the next six months a proposal for amending Council Regulation (EC) No 1185/2003 in which the theoretical ratios of fin weight to live weight are revised in accordance with the criteria set out in the scientific reports, and especially the 2005 ICCAT report, particularly in respect of the species Prionacea glauca, for which ICCAT's Standing Committee on Research and Statistics recommends the fin-to-live weight ratio of 6.5%, so that these ratios correspond to the morphological characteristics of species;
5. invite la Commission à présenter au Parlement et au Conseil, dans un délai de six mois, une proposition de modification du règlement (CE) n° 1185/2003 et à envisager la révision des pourcentages de poids théorique des nageoires par rapport au poids vif – en particulier pour ce qui concerne l'espèce Prionacea glauca –, conformément aux critères énoncés dans rapports scientifiques et en particulier dans le rapport 2005 de la CICTA, pour que le comité scientifique permanent de recherche et de statistiques de cette dernière recommande un pourcentage de 6,5 % nageoires/poids vif, et afin que ces pourcentages soient adaptés aux caractéristiques morphologiques de cette espèce;

Every reference in Community legislation to the Scientific Committee on Food, the Scientific Committee on Animal Nutrition, the Scientific Veterinary Committee, the Scientific Committee on Pesticides, the Scientific Committee on Plants and the Scientific Steering Committee shall be replaced by a reference to the European Food Safety Authority.

In order to ensure the appropriate assessment of the need for, and the best preparation of such measures, they should be taken by the Commission, assisted by a committee, in the light of consultations with the Member States, and, if scientific questions are involved falling within the competence of a Community scientific committee, with the scientific committee competent for the risk concerned.
