These changes will allow these non-governmental organizations to better identify the needs of immigrants and to follow up with the delivery of improved services and programs better aligned to those needs.

40. Asks the Commission to support the peace initiatives launched by women's associations, and particularly multicultural, cross-border and regional initiatives by providing political, technical and financial assistance to organisations concerned with conflict resolution and peace-building; urges the Council to ensure that there is political follow-through within the decision-making bodies of the countries concerned; encourages the European Parliament and in particular its Committee on Women's Rights and Gender Equality to establish joint committees for conflict zones, comprising women from these networks and Members of the European Parliament;

Calls on the Commission, in close collaboration with the Member States, to establish specific targets for lifelong learning, aimed in particular at those who have not completed upper secondary level education, at the unskilled, the functionally illiterate, the unemployed, individuals with special needs, individuals with learning difficulties, citizens who are more than 50 years old; immigrants and women following maternity leave; calls, further, on the Commission and the Member States to cooperate on the drafting of national strategies for lifelong learning in the Member States which do not have any such strategies, and also to cooperate closely with the OECD to establish indicators to measure progress towards attaining these targets;
10. invite la Commission, en étroite collaboration avec les États membres, à établir des objectifs spécifiques au chapitre de l'éducation et de la formation tout au long de la vie, et visant notamment ceux qui n'ont pu achever le deuxième cycle d'éducation secondaire, les personnes non qualifiées, les analphabètes fonctionnels, les chômeurs, les handicapés, les personnes ayant des difficultés d'apprentissage, les citoyens âgés de plus de cinquante ans, les migrants et les femmes à l'issue du congé de maternité; invite, en outre, la Commission et les États membres à collaborer à l'élaboration de stratégies nationales en matière d'éducation et de formation tout au long de la vie dans les États membres qui ne disposent pas encore de telles stratégies et à coopérer étroitement avec l'OCDE en vue d'établir des indicateurs qui permettront de mesurer les progrès accomplis sur la voie de la réalisation de ces objectifs;

Each CIP, which will take the form of a single programming document (DOCUP), will comprise a detailed description of the following components: the current situation with regard to discrimination and inequality in the labour market, an ex ante assessment of the impact expected on the socio-economic situation at local or sectoral level, an implementation strategy based on the selected priorities (with specific action for asylum seekers) and information activities, complementarity between this strategy and the national action plan, local employment pacts and other Community programmes, actions and methods conducive to equal opportunities for men and women, a summary of the lessons learnt from the ADAPT and EMPLOYMENT initiatives, arrangements for technical assistance required to implement the CIP, an indicative financing plan showing the envisaged ESF contribution and the expected public and private support, consultation process for all the partners in decision making, arrangements for monitoring, control and evaluation of the implementation of EQUAL (calls for proposals, contracts awarded to the final beneficiaries, integration in policies or mainstreaming, composition of the Monitoring Committee, collection of data and indicators necessary for permanent assessment).

To follow up on this initiative a forum for the contact points within the framework of the Committee on Immigration and Asylum (Integration Group) has been established by the Commission.

The Chair: To follow up with Senator Munson, I notice in the executive summary of one of your papers that immigrant women in the 25 to 54, or core working age group, you indicated had a much higher unemployment rate and lower employment rates than both immigrant men and Canadian-born women, regardless of how long they had been in Canada.
