The European Parliament, the Council of the European Union and the European Commission agree that point (ii) of point (a) of Article 2(1) of Regulation (EU) No 231/2014 of the European Parliament and of the Council of 11 March 2014 establishing an Instrument for Pre-Accession Assistance (IPA II) is to be interpreted as allowing the funding of programmes aimed at enhancing respect for and protection of minorities in line with the Copenhagen criteria, as it was the case under Regulation (EC) No 1085/2006 of the Council of 17 July 2006 establishing an Instrument for Pre-Accession Assistance (IPA).

(4) considérant que l'assistance accordée dans le cadre de l'aide communautaire aux mesures de préadhésion en faveur de l'agriculture et du développement rural dans les pays candidats d'Europe centrale et orientale au cours de la période de préadhésion et l'assistance de la Communauté, en vertu du règlement (CE) no 1267/1999 du Conseil du 21 juin 1999 établissant un instrument structurel de préadhésion(5), doivent être coordonnées dans le cadre du règlement (CE) no 1266/1999 du Conseil du 21 juin 1999 sur la coordination de l'assistance aux pays candidats dans le cadre de la stratégie de préadhésion et modifiant le règlement (CEE) no 3906/89(6) et respecter les conditions fixées dans le règlement (CE) no 622/98 du Conseil du 16 mars 1998 concernant l'aide aux pays candidats dans le cadre de la stratégie de préadhésion, et notamment l'établissement de partenariats pour l'adhésion(7);
