The priority issues to be discussed in human rights dialogues are: the implementation of international human rights instruments; combating the death penaltytorture and other cruel treatment, and all forms of discrimination.children’s rights (particularly in armed conflict).women’s rights; freedom of expression; the role of civil society and the protection of human rights defenders; international cooperation in the field of international justice (especially with the International Criminal Court); the promotion of democratisation and good governance; and conflict prevention and the rule of law

b.Develop and implement a policy to ensure that EU and EU MS support to military, police, border control and other security forces, including in the context of CSDP missions and operations, is in compliance with/contributes to the promotion, protection and enforcement of international human rights and international humanitarian law, and is consistent with the EU's human rights policies (Human Rights Due Diligence Policy).
b.Élaborer et mettre en œuvre une politique visant à faire en sorte que l’appui de l’UE et de ses EM à l’armée, à la police, aux gardes-frontières et aux autres forces de sécurité, notamment dans le cadre des missions et opérations relevant de la PSDC, soit conforme/contribue à la promotion, à la protection et à l’application du droit international relatif aux droits de l’homme et du droit humanitaire international et cadre avec les politiques de l’UE en matière de droits de l’homme (politique de vigilance en matière de droits de l’homme).

Points out that the GSP was designed in such a way as to ensure that beneficiary countries respect the principles of international human rights conventions and core labour standards, and includes a special scheme of supplementary tariff preferences to promote the ratification and effective implementation of core international conventions on human and labour rights, environmental protection and good governance; reiterates that failure to comply with these conditions can lead to a trading arrangement being suspended; stresses the importance of regular monitoring and assessment of the implementation of international conventions by countries benefiting from GSP+;

– Mr President, the job of the European Parliament is to scrutinise and hold to account the institutions of the European Union, yet every year since 1988 in this Parliament’s annual human rights report, we have scrutinised the record of governments across the world, but never asked the hard questions about what impact the EU itself has had in promoting compliance with international human rights law abroad. This year we are doing so.
- (EN) Monsieur le Président, le travail du Parlement européen consiste à contrôler et à demander des comptes aux institutions de l’Union européenne. Chaque année depuis 1988, dans le rapport annuel sur les droits de l’homme que rédige ce Parlement, nous examinons les bilans de gouvernements du monde entier. Reiterates that the EU's internal policies must not simply be consistent with, but must be exemplary in their compliance with, international human rights law; expresses concern in this respect that current migration management measures do not always, in practice, safeguard access to protection for refugees; calls on the Council and the Commission to ensure that migration management does not become a condition for development cooperation with third countries, and that the pilot Regional Protection Programmes remain protection-oriented, are well-resourced and long-term, are fully coordinated with EU humanitarian and development policies, and are based on the principle of international solidarity;
98. réaffirme que les politiques internes de l'Union ne doivent pas simplement être cohérentes mais également être exemplaires dans le respect de la législation internationale relative aux droits de l'homme; exprime ses préoccupations à cet égard devant le fait que les mesures actuelles de gestion des migrations ne préservent pas toujours, dans la pratique, l'accès à une protection pour les réfugiés; demande au Conseil et à la Commission de veiller à ce que la gestion des migrations ne devienne pas une condition au développement de la coopération avec des pays tiers et que les programmes pilotes de protection régionaux restent orientés sur la protection, soient dotés de ressources suffisantes, soient prévus à long terme, soient entièrement coordonnés avec les politiques humanitaires et de développement de l'Union européenne, et soient fondés sur le principe d'une authentique solidarité internationale;

98. Supports the attempts by individual states to reinforce national legislation and strengthen regional and international co-operation to avert acts of terrorism but insists that this must not be at the expense of international human rights, humanitarian and refugee law and that States should ensure that security legislation is not applied against human rights defenders as a means of preventing their human rights work; recognises the suffering and desolation of the victims and calls on states and all other administrations to implement measures for legal and social protection; requests the Commission to promote the drafting of an International Convention, in the context of the UN, for the protection and assistance of victims of terrorism;
98. appuie les initiatives des différents États pour renforcer leur législation et intensifier la coopération internationale afin de prévenir les actes de terrorisme, tout en soulignant que ces initiatives ne doivent en aucun cas aller à l'encontre des droits de l'homme internationaux, du droit international humanitaire et de la législation sur les réfugiés, et que les États devraient garantir que la législation en matière de sécurité n'est pas appliquée à l'encontre des défenseurs des droits de l'homme pour empêcher ces derniers d'accomplir leur travail dans ce domaine; reconnaît la souffrance et le désespoir des victimes et appelles les États, ainsi que toute autre administration concernée, à mettre en place des mesure de protection juridique et sociale; demande à la Commission de promouvoir la rédaction d’une convention internationale, dans le contexte des Nations unies, pour la protection et l’assistance aux victimes du terrorisme;

The long standing international consensus that Human Rights and fundamental freedoms are universal, indivisible and interrelated is reflected in the fact that most MEDA countries have ratified most major international Human Rights instruments, and universal Human Rights principles are enshrined in constitutions, legal codes and government pronouncements.
Le consensus international, établi de longue date, selon lequel les droits de l'homme et les libertés fondamentales sont universels, indivisibles et interdépendants, est reflété par le fait que la majorité des pays MEDA ont ratifié la plupart des grands instruments internationaux relatifs aux droits de l'homme, et les principes universels des droits de l'homme sont inscrits dans les constitutions, les codes juridiques et les déclarations gouvernementales.
