WHEREAS an Association known as the Canadian Red Cross Society has been in operation for some years past, and was actively engaged during the late war in South Africa in contributing funds and tending the sick and wounded; and whereas the said association was in affiliation with the Society in England known as " The National Society for Aid to the Sick and Wounded in War" , and the work, operations and powers of the last named Society have now been transferred to and are being carried on, under the patronage of His Majesty King Edward the Seventh, by the British Red Cross Society, with which the Canadian Red Cross Society has now become affiliated; and whereas the International Conference of Geneva of 1863 recommended: " That there should exist in every country a Committee whose mission consists in co-operating in times of war with the hospital service of the armies by all means in its power" ; and whereas it is expedient that there should be a permanent organization in Canada in affiliation with the British Red Cross Society to carry out the purposes of the said treaty, and especially to secure supplies and to execute the humane objects contemplated by the said treaty, with the power to adopt and use the distinctive flag and badge specified by the said treaty in Article 7, on which shall be the sign of the Red Cross, and for the purpose of co-operating with the " Comité International de Secours aux Militaires Blessés" ; and whereas it is expedient that the existing association in Canada should be incorporated for the purposes aforesaid: Therefore His Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:—

Firstly, the values of freedom, respect for fundamental rights, democracy, peace and the sovereignty of states remain fully valid and guide the European Union in its internal and external policies, and they should also guide a country like Russia, whose role in international society is, and should be, fundamental.
Tout d’abord, les valeurs de la liberté, du respect des droits fondamentaux, de la démocratie, de la paix et de la souveraineté des États restent parfaitement valides et guident l’Union européenne dans ses politiques internes et externes. Stresses the importance of systematic follow up to contacts with independent civil society, as well as more direct and easier access for human rights defenders to EU Delegations in third countries; welcomes the appointment of liaison officers, in the Delegations and/or in Member State embassies, for human rights defenders, and stresses that these should be experienced and appropriately trained officials whose functions are well-publicised both internally and externally; very much welcomes the fact that the VP/HR has indicated that she will always meet with human rights defenders in the course of her visits to third countries and calls for this practice to be followed by all Commissioners with responsibilities in the external relations field, and for reports on these contacts to be made available to Parliament;

Firstly, as regards Turkey’s compliance with the Copenhagen criteria, the Commission has, as I have already noted, tried to present as objective and precise a picture as possible. Nothing has been concealed, covered up or distorted, neither the positive nor the negative aspects. On the positive side, the whole of Turkish society has been committed to a very far-reaching reform process, particularly over the last few years. In short, as regards the essential documents on the organisation of democracy in Turkey – the Constitution itself, all the internal laws and Turkey’s accession to the various international conventions, whose primacy over its domestic laws it now recognises – Turkey has reached the level required by European standards in such matters – or will do so once the new Criminal Code recently adopted by its Parliament enters into force.
En résumé, on peut dire que sur le plan des textes essentiels regardant l’organisation de la démocratie en Turquie: de la Constitution elle-même, à tous les textes de lois internes ainsi que de l’adhésion de la Turquie aux différentes Conventions internationales dont désormais la Turquie reconnaît leur primauté sur son droit interne, la Turquie a atteint, ou plutôt atteindra, dès l’entrée en vigueur du nouveau Code Pénal récemment adopté par son Parlement, le niveau requis par les standards européens en la matière.
