On 23 January 2012, the Council approved Decision 2012/35/CFSP providing for additional restrictive measures against the Islamic Republic of Iran (‧Iran‧) as requested by the European Council on 9 December 2011.

Decision 2012/635/CFSP called for the review of restrictive measures concerning dual-use goods and technology set out in Annex I to Council Regulation (EC) No 428/2009 of 5 May 2009 setting up a Community regime for the control of exports, transfer, brokering and transit of dual-use items (4), with a view to including certain items in Part 2 of category 5 thereof which might be relevant to industries controlled directly or indirectly by the Islamic Revolutionary Guard Corps or which might be relevant to Iran's nuclear, military or ballistic missile programme while taking into account the need to avoid unintended effects on the civilian population in Iran.
La décision 2012/635/PESC invite à revoir les mesures restrictives concernant les biens et technologies à double usage énumérés à l'annexe I du règlement (CE) no 428/2009 du Conseil du 5 mai 2009 instituant un régime communautaire de contrôle des exportations, des transferts, du courtage et du transit de biens à double usage (4) en vue d'inclure, dans la catégorie 5, partie 2, certains biens de ladite annexe qui pourraient présenter un intérêt pour les industries contrôlées directement ou indirectement par le Corps des gardiens de la révolution islamique ou qui pourraient présenter un intérêt pour le programme nucléaire, militaire ou de missiles balistiques de l'Iran, tout en prenant en compte la nécessité d'éviter les effets non intentionnels sur la population civile iranienne.

Perhaps it has not been noticed that the Islamic Republic of Iran believes that she has cracked that particular difficulty, and that her form of democracy is fully comprehensible with the Islamic Republic of Iran’s version of Islam, the all-important Shariah law and the Shiite Islamic tradition.
