Finally, Mr President, I would also like to draw attention to the centrality of research, inasmuch as the basis of any good policy consists of the quality and depth of knowledge of the factors in play. From this perspective, the specific character of the Mediterranean has always been a problem: over and above the quantity of research, the problem lies in the discrepancy between research and the specific knowledge requirements of an effective management policy.
Monsieur le Président, je voudrais également attirer votre attention sur le rôle central de la recherche, attendu qu’une bonne politique est impossible sans une connaissance approfondie et de qualité des éléments en jeu. De ce point de vue, la spécificité de la Méditerranée a toujours posé problème: plus que la quantité de recherche, c’est l’écart entre cette recherche et les connaissances spécifiques requises pour une politique de gestion efficace qui pose problème.
