Having regard to the nomination submitted by the Italian Government,
vu la candidature présentée par le gouvernement italien,

TAKE NOTE of the fact that the Italian Government is carrying out a ten-year programme of economic expansion designed to rectify the disequilibria in the structure of the Italian economy, in particular by providing an infrastructure for the less developed areas in Southern Italy and in the Italian islands and by creating new jobs in order to eliminate unemployment.
PRENNENT ACTE du fait que le gouvernement italien est engagé dans la mise en exécution d'un programme décennal d'expansion économique, qui a pour but de redresser les déséquilibres de structure de l'économie italienne, notamment par l'équipement des zones moins développées dans le Midi et dans les îles et par la création d'emplois nouveaux dans le but d'éliminer le chômage.

RECALL that the principles and objectives of this programme of the Italian Government have been considered and approved by organisations for international cooperation of which the Member States are members.
RAPPELLENT que ce programme du gouvernement italien a été pris en considération et approuvé dans ses principes et ses objectifs par des organisations de coopération internationale dont ils sont membres.

RECOGNISE that in the event of Articles 109 H and 109 I being applied it will be necessary to take care that any measures required of the Italian Government do not prejudice the completion of its programme for economic expansion and for raising the standard of living of the population".

AGREE, in order to facilitate the accomplishment of this task by the Italian Government, to recommend to the institutions of the Community that they should employ all the methods and procedures provided in this Treaty and, in particular, make appropriate use of the resources of the European Investment Bank and the European Social Fund.
CONVIENNENT, en vue de faciliter au gouvernement italien l'accomplissement de cette tâche, de recommander aux institutions de la Communauté de mettre en œuvre tous les moyens et procédures prévus par le traité en recourant notamment à un emploi adéquat des ressources de la Banque européenne d'investissement et du Fonds social européen.

2. Calls on the Italian Government to adopt and ensure that Thyssen adopts urgent measures, including retraining plans, to prevent the closure of AST Terni; emphasises the prime responsibility that Thyssen and the Italian Government have with regard to managing the employment crisis in Terni;
2. demande au gouvernement italien d'adopter et de faire adopter par Thyssen des mesures d'urgence, en ce compris des plans de restructuration de l'emploi, qui empêchent la fermeture d'AST à Terni; souligne que la société Thyssen et le gouvernement italien sont les premiers responsables de la crise de l'emploi à Terni;

11. Supports the Commission’s intention of allowing the Italian Government to grant Parmalat certain State aid measures or other assistance to enable it to restructure; insists that safeguarding jobs must be a top priority in such measures and asks for close involvement of the workers’ representation in the restructuring plan;
11. approuve l'intention de la Commission d'autoriser le gouvernement italien à faire bénéficier Parmalat de certaines aides publiques ou autres mesures d'assistance pour permettre sa restructuration; insiste sur le fait que la préservation des emplois doit être une priorité absolue de ces mesures et demande que les représentants des travailleurs soient étroitement associés au plan de restructuration;

17. Asks the Commission to take its decision as soon as possible on the compatibility with EC Law of the measures adopted by the Italian Government concerning the crisis in the Italian dairy sector in relation to the Parmalat case, and to adopt all possible EC measures to support the Italian dairy sector;
17. invite la Commission à arrêter, dans les meilleurs délais, sa décision sur la compatibilité avec le droit communautaire des mesures adoptées par le gouvernement italien en liaison avec la crise du secteur laitier italien consécutivement à l'affaire Parmalat, et à adopter toutes les mesures communautaires possibles pour soutenir le secteur laitier italien;

We did, however, point out what seemed to be extremely inconsistent behaviour on the part of the Italian Government, for, at Brussels, it did not submit any reservation when signing the action plan against terrorism at the close of the Extraordinary Council, nor did it raise any objection of the kind in the Justice and Home Affairs Council, and yet Italy is promoting a law which makes judicial cooperation much more difficult.

Fortunately, the Italian Government and the President of the Republic intervened, and today the Italian Ambassador to Germany will also speak on the subject, to call on the German Chancellor not to interfere in Italian internal affairs, in so far as there are no neo-fascist candidates for government office.
