(2) The Board may, in lieu of conducting a separate public hearing in respect of a licence in connection with a project for which a public hearing is to be held by the Nunavut Impact Review Board or the panel referred to in subsection (1), as the case may be, conduct, in relation to the project, a joint hearing with that Board or panel or participate in the hearing of that Board or panel.

Where a use of land or waters or a deposit of waste proposed by an applicant for a licence or permit is likely to have an impact in an area outside the Mackenzie Valley, whether within or outside the Northwest Territories, the Board may consult any government, aboriginal group or other body responsible for the regulation of such uses or deposits in that area and may, with the approval of the federal Minister, hold joint hearings with or enter into agreements with any of them for the coordination of activities and the avoidance of duplication.

Offending ships must be banned once and for all from EU ports in the event of repeat offences; joint Member State investigation teams must be strengthened, as permitted by the framework decision of 13 June 2002; and full use must be made of criminal investigations in the country in which the port is situated with a view to carrying out on-board inspections, hearing witnesses and taking samples. Cooperation must be strengthened between maritime police in detecting pollution and identifying the polluters; a European coastguard must be created in the long run; and Member States must be encouraged to transpose the European directives relating to safety at sea into their legislation, and must be penalised if they delay doing so.
Il s’agit aussi de bannir définitivement des ports de l’Union les navires en infraction, en cas de récidive, de renforcer les équipes communes d’enquêtes entre les États membres - la décision-cadre du 13 juin 2002 le permet -, d’utiliser pleinement les enquêtes pénales dans l’État du port pour inspecter à bord, auditionner les témoins et prélever des échantillons, de renforcer également la coopération des polices maritimes dans la détection des pollutions et l’identification de leurs auteurs, de créer, à terme, un corps de garde-côtes européens, d’inciter les États membres à transposer dans leur législation les directives européennes relatives à la sécurité maritime et de les sanctionner en cas de retard.
