It appears to me from the utterances of your foreign minister that the primacy of European law is no longer to feature in the Treaty, although, at the same time, he does emphasise that the primacy of European law is not to be tampered with, which means that he and you are deceiving your own people and lying to them by not having the Treaty state what the actual nature of this Union is. You are trying to conceal it, for the primacy of European law will remain intact, and well you know it.
Il semble, à la lumière des déclarations de votre ministre des affaires étrangères, que la primauté du droit européen ne devrait plus être mentionnée dans le Traité, alors qu’il souligne simultanément que la primauté du droit communautaire ne doit pas être altérée. Cela signifie que lui et vous trompez votre propre population, que vous lui mentez, en ne voulant pas que le Traité stipule la vraie nature de l’Union.

It is important not to underestimate the difficulties of applying the principle of mutual recognition: ignorance of foreign law, difficulty of applying foreign law which conflicts with national law, etc. Mutual recognition is likely to lead to deregulation that is harmful to all concerned.
