As regards the libraries and other similar establishments, two core issues have arisen: the production of digital copies of materials held in the libraries' collections and the electronic delivery of these copies to users.

At the same time, in their present status of implementation, DRMs do not present a policy solution for ensuring the appropriate balance between the interests involved, be they the interests of the authors and other rightholders or those of legitimate users, consumers and other third parties involved (libraries, service providers, content creators...) as DRM systems are not in themselves an alternative to copyright policy in setting the parameters either in respect of copyright protection or the exceptions and limitations that are traditionally applied by the legislature.

Being aware of other languages, hearing other languages, teaching and learning other languages: these things need to happen in every home and every street, every library and cultural centre, as well as in every education or training institution and every business.

Together, these two recommendations enable the controlled import and export of titles because this is how we, in this area of library service, share titles between ourselves and other trusted intermediaries, for example, the Royal National Institute for the Blind in the United Kingdom or the National Library Service for the Blind and Physically Handicapped of the Library of Congress in the United States and equivalent libraries in France.
