B. whereas the Commission's report on Turkey's progress towards accession, contained in its above-mentioned strategy paper of 9 November 2005, identifies, as regards the situation of women, the following main areas of concern, inter alia: violence against women, particularly domestic violence and crimes in the name of honour, a high illiteracy rate, a low level of participation by women in parliament and in local representative bodies, and the low level of women's participation and the prevailing discrimination in the labour market, given that economic independence is essential for their emancipation and should be of particular concern to Turkey,

Calls upon the Commission and the Member States to ensure that their development-aid programmes include projects specifically designed to combat violence against women and to promote female emancipation; similarly, calls upon the Commission and the Member States to tailor a significant percentage of their aid projects exclusively to women and to women's welfare and development; emphasises the need to ensure that such projects include active participation by local women;
11. invite la Commission et les États membres à inclure dans leurs programmes d'aide au développement des projets spécifiquement attentifs à la lutte contre la violence à l'encontre des femmes et en faveur de leur émancipation; de même, invite la Commission et les États membres à prévoir un pourcentage significatif de leurs projets d'aide en faveur exclusivement des femmes, de leur bien-être et de leur développement, et souligne la nécessité d'inclure dans ces projets la participation active des femmes locales;

11. Considers that a legal approach to equal treatment of men and women must be seen against the background of the process of social emancipation and calls therefore on the Commission to make a comparative analysis of the current situation regarding the emancipation process in the Member States, so that the results of a quarter of a century of European equal treatment policy may be identified and form the cornerstone of future policy;

In the very early days of drafting the convention in 1973, Canada was joined by Netherlands and Sweden in making the point that Canada suggested that careful thought be given to setting up a reporting procedure within the Commission on the Status of Women and a method for handling complaints by states and individuals regarding violations of the new convention; but, in 1979, the General Assembly of the UN opened the convention for ratification without an optional protocol.
Dans les premiers jours de la convention, en 1973, le Canada avait été rejoint par les Pays-Bas et la Suède dans sa proposition d'envisager très sérieusement d'adopter une procédure de rapport au niveau de la Commission de la condition de la femme et une méthode pour traiter les plaintes des États et des particuliers en cas d'infraction à la nouvelle convention.
