I move that this House condemn the cruel punishment of 100 lashes administered on the 22nd of January last to Bariya Magazu, a Nigerian child in Zamfara state, as an act of torture and a breach of Nigeria's commitments under the UN convention against torture, the UN convention on the rights of the child and the international covenant on civil and political rights, and call on the Canadian government to work with the Nigerian federal government and all relevant authorities in an effort to ensure that this cruel and unusual punishment is not repeated.

Despite international pressure, the Nigerian Government is not willing to meet its obligations under international law and is allowing 10 Nigerian federal states to apply local and religiously motivated criminal law contrary to national constitutional law and international human rights.

We are, however, pleased that certain members of the Nigerian federal government have spoken out against this type of sentence.

It notes that the military regime has yet to demonstrate convincingly its intention to return to civilian democratic rule within a credible and rapid time-frame and (a) reaffirms the following measures adopted in 1993: - suspension of military cooperation, - visa restrictions for members of the military or the security forces, and their families, - suspension of visits of members of the military, - restrictions on the movement of all military personnel of Nigerian diplomatic missions, - cancellation of training courses for all Nigerian military personnel, - suspension of all high-level visits that are not indispensable to and from Nigeria; (b) introduces the following, additional measures: (i) visa restrictions on members of the Provisional Ruling Council and the Federal Executive Committee and their families; (ii) an embargo on arms, munitions and military equipment [2] .
