In this context, it is expected that the EIB will provide finance under the EFSI with a view to reach an overall initial target of at least EUR 315 000 000 000 of public or private investment, including financing mobilised through the EIF under EFSI operations relating to the instruments referred to in Article 10(2)(b) and national promotional banks or institutions.

The report shall in particular include a breakdown of Union financial resources and resources of other European and international financial institutions used in combination with EIB financing, thus giving an overview of the overall investment supported by EIB financing operations carried out under this Decision.

7. EIB financing operations supporting the general objectives set out in point (c) of paragraph 1 shall support investment projects in climate change mitigation and adaptation which contribute to the overall objective of the United Nations Framework Convention on Climate Change, in particular by avoiding or reducing greenhouse gas emissions in the areas of renewable energy, energy efficiency and sustainable transport, or by increasing resilience to the adverse impacts of climate change on vulnerable countries, sectors and communities.
7. Les opérations de financement de la BEI menées à l'appui des objectifs généraux énoncé au paragraphe 1, point c), soutiennent des projets d'investissement dans l'atténuation du changement climatique et l'adaptation à celui-ci qui contribuent à la réalisation de l'objectif général de la Convention-cadre des Nations unies sur le changement climatique, notamment en évitant ou en réduisant les émissions de gaz à effet de serre dans les domaines des énergies renouvelables, de l'efficacité énergétique et des systèmes de transport durables, ou en renforçant la capacité d'adaptation face aux effets néfastes du changement climatique sur les pays, secteurs et communautés vulnérables.

10. The funds to be provided for these concessional purposes will be made available from the Facility and shall not exceed the overall allocation for investment financing by the Facility and by the EIB from its own resources.
