The elections supervised took place on 14th September 1996 and concerned the following institutions: the parliament of Bosnia-Herzegovina, the collective presidency of Bosnia Herzegovina, the parliaments of the two entities which constitute Bosnia-Herzegovina: the Muslim-Croat Federation and the Serb Republic; the presidency of the Serb Republic and the cantonal administrations.

The Bosnia and Herzegovina Parliamentary Assembly and the entities’ parliaments made progress towards adopting outstanding reform priorities, in particular those stemming from the Reform Agenda.

2. Asks the government, the parliament and all parties in Bosnia and Herzegovina to continue actively to engage in discussions, building on what has already been agreed regarding possible constitutional reforms, which should be aimed at the inclusion of the values of democracy, human rights and equality among citizens of Bosnia and Herzegovina, with due regard for the relative strengths of the three constituent peoples of Bosnia-Herzegovina, at the simplification of State structures and the consolidation of the State's self-sustainability, avoiding any ethnic division and any cosmetic changes, in a spirit of local ownership;
2. prie le gouvernement, le parlement et toutes les parties concernées de Bosnie-et-Herzégovine de poursuivre activement leur participation aux discussions, en s'appuyant sur les points qui ont déjà été décidés concernant d'éventuelles réformes constitutionnelles, lesquelles devraient viser à intégrer les valeurs liées à la démocratie, aux droits de l'homme et à l'égalité entre les citoyens de Bosnie-et-Herzégovine, en tenant dûment compte du poids relatif des trois peuples constituants de celle-ci, à simplifier les structures de l'État ainsi qu'à renforcer l'autosuffisance de ce dernier, tout en évitant toute dissension ethnique et tout changement purement formel, dans un souci de respecter la participation nationale;

Last year Bosnia-Herzegovina's Parliament chose to change their own constitution in order to comply with EU and NATO (Partnership for Peace) requirements through expert commissions, led by international experts but staffed by Bosnia-Herzegovina experts, which were established by the High Representative and EU Special Representative, Paddy Ashdown.
Le parlement de Bosnie-Herzégovine a ainsi décidé l’année dernière d’amender sa constitution afin d’obéir aux prescriptions de l’UE et de l’OTAN (partenariat pour la paix) par le biais de commissions d’experts, dont la direction a été confiée à des experts internationaux, mais dont les membres sont originaires de Bosnie-Herzégovine, qui ont été mises sur pied par le haut-représentant et Paddy Ashdown, le représentant spécial de l’UE.

12. Endorses the Court of Auditors" criticisms of support for the electoral process; notes that discussions to clarify the international legal capacity of the OSCE are taking place within that organisation and must be completed before a long-term arrangement such as a framework agreement between the OSCE and the Commission can be signed; notes that future contractual relations between the Commission and the OHR will be governed by the new model contract for international organisations which the Commission has developed; calls on the Commission, following the elections of 11 November 2000 in Bosnia-Herzegovina, to draw up an evaluation report describing experience of the organisation and financing of all elections held since 1996 and to draw the necessary conclusions therefrom and forward the results of this study to the European Parliament;
